Site work and paving for a mixed-use development in Roanoke, Virginia. Completed plans call for site work for a playground / park / athletic field; for paving for a playground / park / athletic field; road / highway; road / highway; and water / sewer project.

The Project includes the following Work: Earthwork and grading, placement of storm sewer structures and pipe, construction of greenway roadbed and paving, construction of gravel road, erosion and sediment control, maintaining separation between the work area and park users, and maintenance of traffic on Rutrough Road. The Basic Services also include coordination with Roanoke County Parks and Recreation and VDOT. The Project has an expected Notice to Proceed date of November 1, 2024. The Project has an expected final completion date of November 14, 2025. DBE Requirements It is the policy of the Virginia Department of Transportation that Disadvantaged Business Enterprises (DBE) as defined in 49 CFR Part 26 must have the maximum opportunity to participate in the performance of federally funded contracts. A list of DBE firms certified by the SBSD and MWAA is maintained on SBSD's website under the DBE Directory of Certified Vendors. Contractors/consultants are encouraged to take all necessary and reasonable steps to ensure that DBE firms have the maximum opportunity to compete for and perform services on contract, including participation in any subsequent supplement contracts. If the contractor/consultant intends to subcontract a portion of the services on the project, the contractor/consultant is encouraged to seek out and consider DBEs as potential Sub-contractors/sub-consultants. The contractor/Sub-contractor is encouraged to contact DBEs to solicit their interest, capability and qualifications. Any agreement between a contractor/consultant and a DBE whereby the DBE promises not to provide services to other contractors/consultants is prohibited.
