PURPOSE: The Virginia Department of Transportation (herein referred to as "VDOT") is soliciting bids from qualified firms to furnish and apply Spray-On Lining pipe rehabilitation services on two (2) specific structures for VDOT Culpeper District Structure & Bridge Section in Fauquier and Madison Counties, per the specifications of this solicitation. This solicitation is for two (2) Lots. The Bidder can bid on one (1) or both lots. Bidder submitting bid for both lots shall have capacity to perform work on both lots as stipulated in this specifications contained herein, regardless of other contractual responsibilities to VDOT or elsewhere. PERIOD OF CONTRACT: From date of award through completion of the projects. (Non-renewable) Note to Bidders: This solicitation includes the requirement for the Bidder to submit a Small Business Subcontracting Plan (SBSP) with the electronic bid response in eVA. Bidders selecting "Vendor Will Complete All Work" box must be certified as a small/micro business by the Commonwealth of Virginia, Department of Small Business and Supplier Diversity (DSBSD) by the due date of this solicitation to participate in the SWaM Program. If the Bidder is the not a DSBSD-certified small business, the "Vendor Plans To Use Subcontractors" box must be selected, and the Bidder shall identify the portions of the contract that will be subcontracted to DSBSD-certified small business for the initial contract period and any subsequent renewal periods. QUESTIONS REGARDING THIS INVITATION FOR BID: Any questions regarding this invitation for bid shall be addressed in writing to Rosalie.Alther@vdot.virginia.gov. The issuing office shall determine whether any addendum should be issued as a result of any questions or other matters raised. Provide questions in writing no later than five (5) calendar days prior to closing date. ENVIRONMENTAL REQUIREMENTS: The Contractor shall perform the work in accordance with the following environmental requirements: a. All work shall be performed in accordance with the nationwide 3 permit. b. All work shall be performed in accordance with Virginia Erosion and Sedimentation Regulations (VR 625-02-00). Erosion and Sediment controls must be installed to prevent sedimentation/siltation from leaving the job site. c. The Contractor shall develop and implement an in-stream plan to allow work to be performed in the dry. The contractor shall submit a description of the in-stream plan within 21 calendar days of award for review and approval. No work shall begin until the in-stream plan is approved by VDOT. In-Steam plan shall be submitted to: Thad Bonham at Victor.Bonham@VDOT.virginia.gov d. The Contractor shall, at completion of the work, remove all materials utilized for the in-stream plan and with minimal disturbance, restore the area to original or better conditions than was present prior to beginning the work. e.
