Demolition, site work, renovation and addition to a mixed-use development in Austin, Texas. The UICW project involves the expansion or enhancement of existing and newly proposed utilities to meet the growing demands of the airport. The project encompasses utility systems including reclaimed water, storm drainage, water quality pond/deicing pond, detention pond, hydronic piping (chilled and hot water), AUS medium voltage electrical power distribution center, ductbank and electrical distribution system, redundant electrical duct banks, information technology/telecommunications duct banks, and other utility extensions that may be identified as the AEDP program progress and their seamless coordination with other AEDP facilities projects. OVERVIEW The City of Austin (City), hereafter referred to as Owner desires to select a Construction Manager-at-Risk (CMR) firm through a one-step evaluation and selection process. This solicitation complies with applicable City Policy and state of Texas law, including Texas Government Code Title 10, Subtitle F, Chapter 2269. The Owner will select the successful Offeror that offers the best value to the City based on the published Evaluation Criteria. Owner will evaluate and rank each responsive submittal with respect to the published Evaluation Criteria contained in this solicitation expeditiously. Owner may determine that it is optional to interview Offerors prior to making a recommendation to the City Council. The Project budget is currently One hundred twenty million Dollars ($120,000,000) SCOPE OVERVIEW/BACKGROUND INFORMATION Scope overview/background information narrative. The UICW Project involves the expansion or enhancement of existing and newly proposed utilities to meet the growing demands of the airport. The project encompasses utility systems including Austin-Bergstrom International Airport (AUS) medium voltage electrical power distribution center, ductbank, and electrical distribution system, redundant electrical duct banks as an option, information technology/ telecommunications duct banks, storm drainage, water quality pond/deicing pond, detention pond, reclaimed water, hydronic piping (chilled and hot water), and other utility extensions that may be identified as the Airport Expansion and Development Program (AEDP) progress and their seamless coordination with other AEDP facilities projects. Close coordination is crucial between the design and construction phases of the UICW, aligning seamlessly with both ongoing and upcoming strategic projects. Fostering collaboration across different projects for a cohesive and integrated approach is essential. The goal is to minimize disruptions to ongoing operations and activities at the airport. The CMR will play a pivotal role in providing preconstruction services throughout the design development. Subsequently, the CMR will engage in negotiating Guaranteed Maximum Price (GMP) packages for construction. This delivery method is designed to expedite project delivery and enhance coordination and collaboration among the Owner, Design Consultant, and CMR. Success in this role demands the assembly of a highly skilled and experienced team capable of working seamlessly with AUS staff, consultants, and stakeholders. The overarching objective is to achieve excellence in project delivery, aligning with the AEDP's commitment to sustainability and strategic project integration. Ensure compliance with environmental regulations, safety standards, and development guidelines including the Master Development Ordinance for Austin Bergstrom International Airport Ordinance, No. 20230914-101. ANTICIPATED SERVICES Anticipated services narrative. The CMR will execute the following preconstruction services: o Develop a Critical Path Project Schedule for each Phase and establish a Maximum of 730 calendar days for the Overall Project. o Conduct a thorough review of construction design documents and coordinate modifications with the Engineer of Record. o Assist in the formulation of construction phasing strategies. o Implement value engineering, identifying opportunities for schedule, cost reduction, and evaluation of alternatives. o Provide construction cost estimating. o Ensure regulatory compliance, handle permits, and manage documentation. o Develop a Project-specific Quality Control Plan. o Prepare Guaranteed Maximum Price (GMP) Plan and Proposal Packages. o Formulate and submit Bid Proposal packages by the competitive Disadvantaged Business Enterprise (DBE) process.
