Demolition, site work and new construction of a civil project in St Petersburg, Florida. Completed plans call for the construction of a water / sewer project; for site work for a water / sewer project; and for the demolition of a water / sewer project.

The Albert Whitted Water Reclamation Facility (AWWRF) was decommissioned in 2015, and the structures comprising the facility currently remain intact. Following the decommission, the City of St. Petersburg (City) constructed Lift Station 85 (LS85) to redirect influent flows to the City's Southwest Water Reclamation Facility. This project consists of the demolition of the remaining plant facilities, the construction of new wet weather storage/equalization tanks, and the construction of a new administrative building. The new administrative building will be used as a base of operations during storm events. Scope of Work Intent The City of St. Petersburg is seeking responses from qualified vendors to provide Progressive Design-Build services for the demolition of the remaining plant facilities, the construction of new wet weather storage/equalization tanks, and the construction of a new administrative building at the Albert Whitted Water Reclamation Facility. General Requirements The Progressive Design-Build (DB) team should note that the facility is active and secured and, as such, requires special consideration for security, traffic flow, and environmental conditions, and adherence to the schedule shall be required throughout the scope of work and project. The LS85 facility operations must remain open and fully operational during this project. As a temporary wet weather storage solution, the City directs wet weather flows to the existing aeration basin and two (2) clarifiers located at the northern half of the site (approximately 3.8 MG of storage capacity). This storage shall also remain fully operational until the new wet weather storage is accepted into service. The DB team shall carefully plan and execute the MOPO to reflect the necessary functionality. Further details on demolition sequencing and new tank requirements are included in later sections. Following the completion of this project, a portion of the AWWRF site will be returned to the airport for their use. The following items shall be included in the scope of the DB team's design, permitting, and construction efforts: A. Survey services for all design, permitting, construction and asset management requirements (examples include Boundary Survey, Tree Surveys, Grade Staking, As-Built Survey) B. Subsurface Utility Engineering (SUE) services, inclusive of levels D through A, for identifying and locating underground plant assets C. Comprehensive Architectural and Engineering Services required to design, permit, construct, and provide asset management documentation for the demolition and construction items in this scope (examples include Civil, Structural, Mechanical, Electrical, Plumbing, Fire Protection and Stormwater) D. Preconstruction Phase and Construction Phase Project Management (examples include project progress meetings, invoicing, base line and schedule updates, and Guaranteed Maximum Price development) E. Comprehensive Public Outreach and Communications Services Comprehensive Environmental Permitting Services, Geotechnical Services, and Utility Locates F. Compliance with all City and Regulatory Requirements G. Compliance with all Applicable Governing Codes, Laws, Regulations, and Ordinances (examples include Site, Environmental, Building, and Landscaping) H. Compliance with all Required Site, Building, and Regulatory Permitting I. Compliance with the Americans with Disabilities Act (ADA) and Florida Building Code (FBC) | Accessibility J. Comprehensive services for grant application and administration K. As-builts and Final Documents in both PDF and CAD formats L. Complete Technical Specifications, Shop Drawings, and Exhibits. Deadline for Questions: March 11, 2024, 3:00pm. All questions must be submitted electronically. Questions will be answered via electronically. More complex questions may require a written addendum to the solicitation. Explanations or instructions will not materially alter this solicitation unless they are in writing. The solicitation will be awarded based on the requirements outlined in the scope, the criteria or factors identified in the solicitation, and the standard for award for the solicitation. The City reserves the right to accept or reject any or all parts of the solicitation response, waive informalities, and request re-solicitations on the services or products outlined in the scope. The City reserves the right to award the Agreement on a split-order, lump-sum, or individual item basis, or such combination as shall best serve the interest of the City unless otherwise specified.
