Site work for a civil project in Waterville, Maine. Completed plans call for site work for a road / highway; and water / sewer project.

The project includes replacement of the existing water mains, fire hydrants and all service lines on Summer Street and Grove Street between Clark Street and the St. Francis Catholic Cemetery in Waterville, Maine. The Contractor shall provide all materials, equipment and services inherent to and required for the completion of the Work. This Work and all associated Work shall be completed in accordance with the Project's Drawings and Specifications. Bids will be received for a single prime contract. Pay items shall be based on a lump sum and unit price basis as indicated in the Bid Form. Each Bidder is required to state in the Bid their name, business name and place of residence, the names of all persons or parties with interest as principals in the business, that the Bid is made without connection with any other Bidder making any Bid for the same Work, and that no person acting for or employed by the Kennebec Water District is directly or indirectly interested in any portion of the proposal or profit from award of a contract. The Bid must be signed by the Bidder with their full name and address and be enclosed in a sealed envelope together with the Bid Security If mailed, the sealed mailing envelope shall be marked with the name and address of the Bidder and entitled: Summer Street Area Water Main Improvements and addressed to the "General Manager", Kennebec Water District, 131 Drummond Ave, Waterville, ME 04901. A separate sealed envelope containing the Bid shall be included within the mailing envelope. Any Bidder may withdraw their Bid prior to the scheduled time for the opening of Bids upon presentation to the General Manager of a written request. Any Bidder who withdraws their bid within thirty (30) days after the actual opening thereof shall be considered to have abandoned the proposal and the Bid Security accompanying the Bid shall be forfeited to KWD. Any Bid received after the scheduled opening time for any reason shall not be considered. The contract must be signed within ten (10) working days after the notification to the Bidder by the General Manager of acceptance of the Bid and the readiness of the contract to be signed. If the Bidder fails or neglects, after such notification, to execute the contract, the Board of Trustees may determine that the Bid has been abandoned; and, in such case, the Bid Security accompanying the Bid will be forfeited to KWD. The Bidder shall obtain such construction insurance (e.g. fire and extended coverage, workers' compensation, public liability and property damage, and "all work" builders risk) as is customary and appropriate. The limits shall exceed the amounts specified in the supplemental specifications. A certificate of insurance shall be presented to KWD on or before contract signing. The Work is to be commenced within ten (10) days after the date of the contract unless otherwise specified in the Specifications or directed by the General Manager, in writing, and is to be continued with diligent regularity until its completion within the specified time limit. Materials purchased for use in the KWD distribution system are exempt from State Sales and Use Taxes to the extent allowed by law. KWD's exemption number and associated forms can be provided upon request. All Bids shall be made on the blank Bid Form bound in the Specifications unless otherwise indicated. Bidders shall state prices for each separate item of Work as called for in the Bid Form. These prices are to cover all of the expenses incidental to the completion of the Work in full conformity with the Contract Documents (Plans and Specifications). The prices shall be provided in both words and the prices written in figures; the prices written in words shall govern in the case of a discrepancy. Bids which do not contain prices for all items which are called for or which otherwise are not in conformity with this Invitation to Bid may be rejected. Each Bidder shall make their Bid from their own examination and estimates, and shall not hold KWD, its agents or employees responsible for, or bound by, any schedule, estimate, sounding, boring, or any plan thereof; and shall, if any error in any plan, drawing, specification, or direction relating to any work to be done under this Contract comes to one's knowledge, report it a once, in writing, to the District Engineer. All materials, equipment, services and labor required to complete the Work shall be supplied by the Contractor unless otherwise provided for in the Specifications. The cost and expense of all the necessary labor, services, tool, and equipment required to complete the Work shall be included in the prices stated in the Bid. Prospective Bidders must submit all questions pertaining to the Contract Documents, Plans, and Specifications in writing to the District's Project Engineer via email, at least five (5) days before the date outlined for the Bid Opening. Any questions which require interpretation will be sent via emailed Addenda to each person or firm who has taken out a set of Contract Documents no later than three (3) days prior to the schedule Bid Opening. Bidders shall acknowledge the receipt of all Addenda in the space provided therefore in the Bid Form, whether the Addenda are in response to questions or otherwise issued by the District. Meeting notes and an attendees list will be provided in Addendum #1. A site walk will follow the pre-bid meeting if desired by attendees. This project is expected to be funded in part by the Maine Drinking Water State Revolving Loan Fund (DWSRF), which is funded in part by a grant to the State of Maine from the U.S. Environmental Protection Agency (EPA). Consequently, it is necessary the Contractor to comply with all rules and guidelines as described in the DWSRF Supplemental General Conditions included in the Specifications. This project is required to meet all Build America, Buy America (BABA) and Davis-Bacon wage rate requirements for "Heavy" construction. Question Deadline 03/13/2024
