Summary The City of Edgewater will be seeking qualified and experienced contractors with demonstrated skills and experience in surface preparation, coating systems and painting. The scope of work entails painting of the catwalks, exterior of the two claricones, exposed ductile iron piping, aerator column and weirs of the claricones at the Alan R. Thomas Water Treatment Plant as outlined below and in accordance with the specifications listed here within. Background The City serves an area of 24.83 square miles with a population of approximately 23,319. The City's fiscal year begins on October 1st and ends on September 30th. The Finance Department maintains the funds and accounts of the City. The Finance Department is responsible for the custody and accounting of funds of each department. More detailed information on the government and its finances can be found in the City of Edgewater's Annual Comprehensive Financial Report for fiscal year 2022 and in the City's Annual Budget for fiscal year (FY) 2024. Copies of these documents may be viewed at www.cityofedgewater.org. The City of Edgewater is exempt from all state, local, and federal taxes. Detailed Scope of Work Specifications This specification defines the methods of surface preparation, coating systems, and methods of application for painting as outlined herein. The Contractor shall furnish all supervision, labor, tools, materials, equipment, scaffolding or other structures, and supervision required for the transportation, unloading, storage, and application of the paint and associated products covered by this specification. The work includes painting and finishing of interior and exterior exposed items above and below grade surfaces, such as structural steel, miscellaneous metals, ceilings, walls, floors, doors, frames, pipe, handrails, posts, fittings, valves, pumps, tanks, equipment, and all other work obviously required to be painted unless otherwise specified herein or on the drawings. The omission of minor items in the schedule of work shall not relieve the contractor of his obligation to include such items where they come within the general intent of the specification as stated herein. The following items will not be painted: Any code requiring labels, such as Underwriters' Laboratories and Factory Mutual, or any equipment identification, performance rating, name or nomenclature plates. Any moving parts of operating units, mechanical and electrical parts, such as valve and damper operators, linkages, sinkages, sensing devices, motor and fan shafts, unless otherwise indicated. Aluminum handrails, walkways, windows, louvers, and grating unless otherwise specified herein. Signs and nameplates. Finish hardware. Stainless steel angles, tubes, pipe, etc. Products with polished chrome, aluminum, nickel, or stainless steel finish. Plastic switch plates and receptacle plates. Flexible couplings, lubricated bearing surfaces, insulation and metal and plastic pipe interior. Sprinkler heads. All work shall be done in strict accordance with this specification, and manufacturer's printed instructions. The Contractor will obtain, at its own expense, all permits, licenses and inspections and shall comply with all laws, codes, ordinances, rules, and regulations promulgated by authorities having jurisdiction, which may bear on the work. This compliance will include Federal Public Law 91-596 more commonly known as the "Occupational Safety and Health Act of 1970." The Alan R. Thomas Water Treatment Plant was originally constructed in 1992. The surfaces to be painted were last painted in 2012. This visit will NOT be available via Zoom A submission of a bid by the Contractor is considered a representation that the Contractor has visited the site and has carefully examined the site and is satisfied as to the conditions to be encountered in performing the work. NOTE: This is a secured facility. Proposers that are unable to attend the pre-bid conference and wish to access the site, must submit a request for an additional site visit date, no later than 10:00am on March 6, 2024, via the Question and Answer Tab. If needed, one additional site visit time other than the pre-bid meeting may be scheduled at the City's convenience. Evaluation Committee Meeting: April 3, 2024, 10:00am: City Hall Conference Room, 104 N Riverside Drive, Edgewater, FL 32132 Notice of Recommendation: April 4, 2024 City Council Hearing Date for Award: May 6, 2024 Question Deadline 03/13/2024 at 2:00 PM ET. All questions related to this RFP shall be submitted in writing through electronically. Proposers must clearly understand that the only official answer or position of the City shall be the one stated in writing and posted electronically. When asking questions, please be sure to enter each question separately. Acceptance or Rejection of Proposals The right is reserved by the City to waive any irregularities in any Proposal, to reject any or all Proposals, to re solicit for Proposals, if desired, and upon recommendation and justification by the City to accept the Proposal which in the judgment of the City is deemed the most advantageous for the public and the City. Any Proposal which is incomplete, conditional, obscure or which contains irregularities of any kind, may be cause for rejection. In the event of default of the successful proposer, or their refusal to enter into the City contract, the City reserves the right to accept the Proposal of any other proposer or to re advertise using the same or revised documentation, at its sole discretion.
