Q &A Cutoff Date: 02/20/2024 3:20 PM Central Time Subject: Administration/Construction for the following project located in Lincoln County (Lake Alvin, South Dakota): Slope Grading and Spillway Replacement. The Department of Game, Fish and Parks (GFP) is soliciting Statements of Interest for Administration, Construction Oversight, & Construction Survey services to be performed on the owner's behalf to provide site inspection/testing for the spillway replacement at Lake Alvin Dam in Lincoln County, SD. The consultant will be working alongside SDGFP to ensure construction conforms to plans, specifications, and schedule. The consultant will also provide information to FEMA & SD DANR for the duration of the project. The projects scope of work will include, but is not limited to: Construction Oversight & Administration: Review submittals, quantities, pay applications, etc., and respond accordingly. Create and process change orders. Facilitate preconstruction meeting, progress meetings, and general communication throughout the project. Complete final inspection, oversee punch list completion, and provide documentation throughout the duration of the project. Quality Assurance Testing: Construction verification staking and elevation confirmations. Construction control testing and reporting including but not limited to: include density and moisture confirmation for earthwork placement, material gradations, and collection and testing of concrete cylinders. The chosen Consultant will be asked to provide detailed invoices showing cost breakdowns billed to specific project codes in half hour increments. Firms wishing to be considered for providing Administration/Design/Construction services for this project should send a Statement of Interest that outlines their qualifications and experience relative to this project. Statements of Interest must include at a minimum: Specialized expertise, capabilities, and experience asdemonstrated by the teams' capabilities, and the proposed approach and methodology to meet the project requirements. (20%) Resources available to perform the work, including any specialized services, within the specified time limits for the project. Include resumes of all personnel, including all sub-consultants who will be assigned to this project. (20%) Record of past performance, including price and cost data from previous projects, quality of work, ability to meet schedules, cost control, and contract administration. (10%) Availability to project locale. (5%) Ability and proven history in handling special project constraints. (15%) Proposed project management techniques. (10%) Familiarity with project locale. (20%) A technical review committee will select a firm based on the response to the criteria listed above The method of Contractor Selection has not been Determined at this time.
