The purpose of this contract is to provide an as needed basis delivery of a 38% sodium bisulfite solution in 330-gallon intermediate bulk containers (totes) to Austin Water (AW) Waste Treatment Plants. Attendance at any Site Visit will be recorded and will be included in an Addendum published following the meeting. As the Solicitation is subject to changes (See Solicitation Instruction, 1.4 Changes.) Offerors shall not rely on verbal exchanges that may occur at a Pre-Offer Conference. Offerors shall continue to submit all questions in writing. The Sodium Bisulfite solution will be used as a redundant backup system to a primary sulfur dioxide dosing system to help reduce the residual chlorine in treated effluent before discharging the effluent into the Colorado River. If the primary sulfur dioxide dosing system is unexpectedly offline, a large quantity of sodium bisulfite will be required.
Due to the importance of chemicals needed to operate the Citys water systems, the City reserves the right to award contracts to a primary and secondary vendor to supply necessary chemicals to assist with the supply during an emergency or as needed to maintain a constant supply of chemicals to meet our production needs. When the primary vendor can't supply an adequate amount of chemicals, the City shall reach out to a secondary vendor(s) to provide chemicals with pricing to be negotiated at the time of need based on best value to the City. The City reserves the right to add or remove locations and services or adjust the frequency as deemed necessary throughout the contract term. Other City departments and locations may be added as necessary. Any items or services that have been omitted from this specification that are clearly necessary or in conformance with services/goods shall be considered a requirement although not directly specified or called for in the specification. This Contract may be extended automatically beyond the initial term for up to two additional twelve (12) month periods at the Citys sole option. The City expressly reserves the right to the following: (i) specify approximate quantities in the Solicitation; (ii) extend the Solicitation closing date and time; (iii) add additional terms or modify existing terms in the Solicitation; (iv) reject an Offer containing exceptions, additions, qualifications or conditions not called for in the Solicitation; (v) reject an Offer received from an Offeror who is currently debarred or suspended by the City, State, or Federal Government; (vi) reject an Offer that contains fraudulent information; (vii) reject an Offer that has material omissions; (viii) reject or cancel any or all Offers; (ix) reissue a Solicitation; (x) procure any item by other means; (xi) consider and accept alternate Offers, if specified in the Solicitation, when most advantageous to the City; and/or (xii) reject an Offer if prices in the Offer are unbalanced (significantly less than cost for some items and significantly more than cost for others).
