Site work and paving for a mixed-use development in Oskaloosa, Iowa. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The City is accepting bids for a pavement repair project in the vicinity of Fox Run Drive. LOCATION: Various locations along Fox Run Drive & Elmhurst Drive. Exact locations of all work to be marked by City staff. EXCAVATION & PAVEMENT REMOVAL: Remove and dispose of all existing pavement, curb and gutter, and other material necessary for the placement of 6" of granular subbase and 7" of new PCC pavement. PCC PAVEMENT: Construct 7" thick concrete (C4-mix) street pavement. Includes 6" of compacted granular subbase (Class A Roadstone), integral curb and gutter, saw cuts, reinforcement, joint sealing, and all other items incidental to concrete street pavement construction. Contact City staff with any questions on the locations of repairs. Grout the back of any integral curb, backfill all disturbed areas with topsoil and compact the backfill to grade. SINGLE GRATE INTAKE REPAIR: Utilize SW-501 Specifications Remove and dispose of intake top for both intakes, remove and dispose of additional 3' of intake wall for one intake, salvage existing base for both intakes. Dowel in to base with #4 rebar at minimum 12" Spacing, construct new intake, walls, and top with minimum 6" thick reinforced (#4 rebar) concrete (C4-Mix), and secure/seal all pipe connections. Salvage & re-use existing intake castings when applicable. All castings and pipe will be provided by the City. Any expansion joints surrounding the new intake shall be sealed. Backfill all disturbed areas with topsoil and compact the backfill to grade. PCC SIDEWALK: Sawcut and remove and dispose of existing sidewalk where subgrade has failed and/or where excavation is necessary for construction, exact locations of removals/repairs to be marked by City staff. Construct 4" ADA compliant concrete (C4-Mix) sidewalk at same width as the existing surrounding. Dowel into existing sidewalk with #4 rebar. Saw cut at intervals to match existing surrounding joints. Backfill disturbed areas with topsoil and compact the backfill to grade. PERFORMANCE BOND: Provide a performance bond for the project. Only required if bid total equals or exceeds $25,000. PROJECT SCHEDULE: Contractor may begin immediately upon award. COMPLETION DATE: May 15th, 2024 - Failure to complete this project by the specified date may result in termination of the contract and disqualification from future projects. The City may terminate the Contract and take possession of the premises and all materials and finish the work by whatever methods it may deem expedient, by giving 10 days written notice to the Contractor, upon occurrence of any one or more of the following events: 1. The Contractor makes a general assignment for the benefit of its creditors. 2. A receiver is appointed as a result of the insolvency of the Contractor. 3. The Contractor persistently or repeatedly refuses or fails to complete the work required. 4. The Contractor persistently disregards federal, state, or local regulations and ordinances. 5. The Contractor persistently disregards City instructions or otherwise violates the terms of this Contract. 6. The City determines that sufficient funds are not available to fund completion of the contracted work. In the event the contract is terminated by the City, the Contractor shall not be entitled to receive any further amounts due under the Contract until the work specified is satisfactorily completed up to the date of termination. If the unpaid balance owed to the Contractor exceeds the expense incurred by the City to finish the work and all damages sustained by the City due to refusal, neglect, failure, or discontinuance, the excess shall be paid by the City to the Contractor. If the City's expense and damages exceed the unpaid balance, the Contractor and its surety shall be jointly and severally liable and shall pay the difference to the City. Such expense and damages shall include all legal costs incurred by the City to protect the rights and interests of the City under the Contract, provided such legal costs shall be reasonable This project will be awarded based on the total bid. Payment will be based on the quoted unit prices and actual project quantities. These quantities are estimates. The City reserves the right to alter quantities as needed.
