Renovation of a municipal facility in Columbia, Tennessee. Conceptual plans call for the renovation of a municipal facility.
Introduction Maury County Government is soliciting statements of qualifications and experience from qualified professional Architectural firms and individuals to provide expertise design and plans associated with renovations to the Historic Maury County Courthouse. Background Located in south central Middle Tennessee, Maury County has historically been comprised of rural agricultural areas with centralized urbanized areas in the cities of Columbia, Mt Pleasant and Spring Hill. Maury County has three recognized rural hamlets (unincorporated communities) Santa Fe, Culleoka, and Hampshire in its eastern, western and southern environs. Columbia, the county seat, is the medical, economic, cultural, post-secondary education, and social hub of the surrounding south central region of approximately 212,796 people. Maury County is a regional employment center for counties located to the West including Lewis, Perry, Hickman and others. Because of its close proximity to Metropolitan Nashville - Davidson and Williamson Counties, the northern and central portions of Maury County have and will continue to experience development pressure usually reserved for much larger communities. Maury County consists of eleven (11) districts with each district represented by two (2) commissioners. Project Goals The expected outcome of this project is to renovate and update the 100+ year old Historic Maury County Courthouse, thereby bringing the building into compliance with all State codes and regulations including but not limited to ADA Compliance. Scope of Work The architectural team selected for this project will work closely with the Maury County Building Committee, Maury County Commission and local leaders to provide design/plans for the construction/renovation of all three floors of the Maury County Courthouse. The first floor to become a museum for local artifacts/paintings etc. where the public will be able to come and learn of Maury County's rich history. The Maury County Mayor's office and staff will occupy the second floor of the courthouse. Also on the second floor a large room will be needed for county commission meetings, and a room suitable for the grand jury. The third floor will be renovated to provide office space for (5) Judges and staff and must be secured. Project Budget The County has not funded this project at this time. Licensing and Bonding The Proposer shall provide proof that they have license and are bonded, and authorized to conduct business in Tennessee. All submittals must include: 1.) Company Information. Name, address, phone number, organizational structure, and number of professional staff and their specialties that will be assigned to work on this project. Location of the firm's office where the various aspects of the work will be performed. 2.) Availability. A brief statement as to the availability of the key personnel of the firm responsible for the project. Ability of the firm to complete the project within a prescribed timeframe. 3.) State of Qualifications. Provide a summary of the firm's background, capabilities, experience, and qualifications. Include a synopsis of similar assignments and projects completed by the firm in the last five (5) years with specific emphasis on similar projects 4.) Understanding of Project. An overview of the architects understanding and approach to the project, including projected time-line, and any critical issues/concerns in successfully completing the project.. RFQ Requirements All responses to this request shall include the following: A copy of the firm's or individual's standard contract/agreement. This Request for Qualifications and all contracts and services performed shall be in strict compliance with Maury County policy; Tenn. Code Annotated where applicable; and all other Tennessee law. Qualifications must be submitted in a sealed envelope clearly marked "RFQ ARCHITECTURAL SERVICES MAURY COUNTY COURTHOUSE - MAURY COUNTY" in the lower left corner. When applicable, all appropriate licensing and other required information must appear on the exterior of the submittal envelope, as required by T.C.A. 62-6-119. When submittals are sent via U. S. Mail, FedEx, UPS or any other carrier; the sealed submittal must be identified as above and then placed inside of the appropriate shipping envelope, and then clearly marked "RFQ Architectural Services Maury County Courthouse - MAURY COUNTY" on the exterior of the shipping envelope. This is necessary in order to prevent the accidental opening of proposals by separating proposals from regular package delivery. Proposals arriving after the announced opening time or absent of the aforementioned markings will not be accepted. Maury County reserves the right to disregard all nonconforming, non-responsive, or conditional proposals; to reject any or all bids; to limit quantities; to waive formalities and informalities; and to evaluate proposals and accept any proposal or any part of any proposal that is judged, in our opinion, to be of the best quality, value and service to Maury County. It is also understood that the "apparent low bidder" will be announced at the bid opening; however the "successful bidder", who may or may not be the lowest bidder, will not be announced until all issues, which include, but are not limited to quality, service, conformity to specifications, etc. have been resolved and until a period of review has been completed by the County. The "review period" is normally completed within ten business days following the bid opening; however, under some circumstances, a longer review period may be required. Condition of Acceptance by Maury County This RFQ does not commit Maury County to award a contract, to pay any costs incurred in the preparation of a proposal for this RFQ, or to procure a contract for any services. Maury County reserves the right to accept or reject any or all proposals received as a result of this request; negotiate with any qualified source or cancel this RFQ in part or in whole. All proposals and material submitted will become the property of Maury County Government. The Maury County Building Committee will evaluate all submittals and will determine if further formal or informal review is required by the County.
