Site work and paving for a bridge / tunnel in Natick, Massachusetts. Working plans call for site work for a bridge / tunnel; and for paving for a bridge / tunnel.
Pursuant to Chapter 30B, Section 6 of the Massachusetts General Laws (M.G.L. c. 30B, 6), the Town of Natick, Natick Town Hall, 13 East Central Street, Natick, MA 01760 ("the Town"), acting through the Natick Town Administrator, invites the submission of sealed proposals for design and construction administration services for the Pickerel Pond bridge/boardwalk construction project in the Town of Natick. This is an exempt transaction, and c. 30B shall not be construed to govern this procurement. 1. Site Survey a. Survey of existing site conditions for the bridge location and approaches including topography (2' contours preferred), trees over 6 caliper inches, and wetland boundaries (see 2). 2. Wetland Delineation a. Delineation ofwetland resource boundaries, including but not limited to Bank, Bordering Vegetative Wetland, and Bordering Land Subject to Flooding. b. Flags should remain in the field throughout the design and permitting process. 3. Soil Testing a. Testing ofsoil at bridge termini on North and South bank. b. Testing ofsoil under open water to determine depth to hard bottom for bridge design. 4. Schematic Designs a. 100% design for bridge connecting the North and South banks using anchor methodology that minimizes disturbance ofLand under Water. b. Design ofbridge structure must fully comply with ADA Accessibility Standards. c. 100% design for bridge approaches for North and South bank to navigate the grade change, approaches are not required to be fully ADA accessible but should maximize meeting accessibility standards. 5. Permitting Support a. Attendance at a minimum of2 Conservation Commission meetings for presentation of proposed design. b. Permitting documentation will be completed by Town ofNatick staff. 6. Construction documents 7. Construction Administration a. Attendance for pre-construction site visit with Conservation staff b. Attendance at up to three (3) site visits throughout construction. Proposers shall also include an electronic copy of their non-price proposal in the non-price proposal envelope. If the Procurement Office is closed due to weather/other emergency, the due date for receipt of proposals will be extended until 9:00 A.M. the next day that the Procurement Office is open. All Proposals shall comply with the RFP issued by the Town of Natick, including, without limitation, Section 1, Instructions to Proposers, and Proposal Submission Requirements. The Town reserves the right to waive any informality in or to reject any, any part of, or all Proposals in the best interest of the Town. Any Proposal submitted will be binding for sixty (60) days subsequent to the deadline date for receipt of sealed Proposals. Award of a contract shall be subject to appropriation and shall be subject to approval by the Natick Town Administrator. This agreement is for services related to a project that is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act ("IIJA"), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget's Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022. All provisions of the Federal Davis Bacon Act shall be incorporated herein by reference.
