Site work and paving for a mixed-use development in Jacksonville, Florida. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

SCOPE OF WORK, PART A: Work consists of furnishing all labor, materials, and equipment and performing all operations necessary for the construction of pedestrian signalization at both the Park Street and Post Street intersection as well as the Park Street and Riverside Park Place intersection. The work includes, but is not limited to, clearing, earthwork, concrete curb & gutter, and pedestrian signalization in accordance with the Contract Drawings and Specifications. SCOPE OF WORK, PART B: Work consists of furnishing all labor, materials, and equipment and performing all operations necessary for the construction of signing and pavement markings at the intersection of Park Street and Post Street and at Park Street and Riverside Park Place in accordance with the Contract Drawings and Specifications. Pre-Qualification: All bidders on this project must be on the approved Pre-Qualified Bidders List Yes __ __ No __X___ (See Pre-Qualifying Procedures) with the City of Jacksonville, Procurement Division, under category prior to FHWA concurrence no less than three (3) days following bid opening. Bidding firm must be actively licensed by the State of Florida to perform the scope of services defined herein prior to FHWA concurrence no less than three (3) days following bid opening. Contractors must also be pre-qualified by FDOT in Grading (11) Pavement Marking (28), and Roadway Signing (38) construction categories prior to FHWA concurrence of award which will occur no less than three (3) days following bid opening. All Bids must be made on the Proposal forms provided, properly executed, and mailed or delivered in accordance with this Notice. ONE ORIGINAL BID AND REQUIRED DOCUMENTS SHALL BE SUBMITTED. NO DUPLICATES OR COPIES WILL BE CONSIDERED. Requirements for the City of Jacksonville's "Jacksonville Small and Emerging Business" (JSEB) program are not applicable for PART A and PART B this project. It is the policy of the United States Department of Transportation (USDOT) that Disadvantaged Business Enterprises (DBEs), as defined in 49 CFR, Part 23, have the maximum opportunity to participate in the performance of federally financed contracts or subcontracts. To accomplish this goal, all local agencies and their contractors must take steps to ensure that DBEs are encouraged to compete for construction contracts, procurement contracts, grants, services financial aid, or other benefits, and that DBEs have full access to these opportunities. It is the policy of the Florida Department of Transportation (FDOT) that DBE's, as defined in 49 C.F.R. Part 26, as amended, shall have the opportunity to participate in the performance of contracts financed in whole or in part with FDOT funds under this Agreement. The DBE requirements are applicable to all projects assisted in whole or in part with FHWA and FDOT funding, including PART A and PART B of this Project and contract award. Because PART A and PART B of this project is partially funded with USDOT funding, the City is required to comply with the DBE Program Plan of the Florida Department of Transportation (FDOT) PART A and PART B. The goal established in the FDOT DBE Program Plan for the Federal Fiscal Year is to spend at least 10.67% of the highway dollars received from the Federal Government with Certified DBEs as prime contractors or as subcontractors. Race-neutral means that the FDOT will not be assigning individual goals on each project. Instead, FDOT believes that the 10.67% overall goal can be achieved through the normal competitive procurement process. Under 49 Code of Federal Regulations Part 26, if the goal is not achieved, FDOT may be required to return to a race conscious program where goals are imposed on individual contracts. The City of Jacksonville reserves the right to reject any or all Bids, waive informalities, irregularities or technical defects in any Bid, make award in part or whole with or without cause, and to make the award it deems to be in the best interest of the City of Jacksonville.
