Questions and Clarifications: April 5, 2024 Specific tasks to be completed by the selected firm as part of the scope of work include the following: A. Attend and facilitate a meeting with admin staff and representatives of employee associations to discuss the goals, objectives, desired outcomes, and process for the study. B. Perform a comprehensive review of the City's current compensation and classification system to gain a thorough understanding of the current compensation program for represented and unrepresented staff. This may include, but is not limited to, reviewing job descriptions, memorandums of understanding, organizational charts, benefit documents, City policies, interviews or questionnaires with staff. C. Identify and make recommendations for directly comparable and competitive agencies for analysis (7-10). Analyze compensation based on the comparable and competitive agencies agreed to for both top compensation and total compensation for each benchmark classification. D. Identify benefits to be included for comparator purposes. E. Identify and make recommendations for benchmark classifications to utilize for performing the compensation analysis. Analyze compensation based on the final number of benchmark classifications agreed to. F. Survey agreed upon comparable and competitive agencies to establish external total compensation comparisons. For all surveyed agencies, provide wage/salary and total compensation analysis and ranking data for benchmark classifications. G. Complete an internal salary relationship analysis including the development of appropriate internal equity relationship guidelines; identify any inconsistencies and make recommendations for correction. H. Identify positions in the City for which there are no genuine comparable positions elsewhere within comparable agencies and make recommendations to determine fair compensation. I. Develop externally competitive and internally equitable salary recommendations for each class of work within the scope of this study; consider and incorporate into the analysis and recommendations the impact of future increases in minimum wage mandated by State law. J. 3.2 Develop an implementation plan for the study results.
