Site work, paving and new construction of a mixed-use development in Iowa City, Iowa. Completed plans call for the construction of a parking garage; for site work for a parking garage; for paving for a parking garage; and military facility.

INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build Construct Ambulance Garage project at the Iowa City VA Medical Center located at 601 HWY 6 West Iowa City, IA 52246. PROJECT DESCRIPTION: The Contractor shall construct a new ambulance garage addition adjacent to the existing Emergency Department. This project will add approximately 1500 square feet to the west side of the building. This project will also complete the landscaping and paving on the west side of the Iowa City VA Medical Center. The goal of this project is to replace the ambulance garage that was demolished in 2015 and to make way for the addition of the new Emergency Department project. This project will also provide a permanent emergency decontamination station off the ambulance bay. Additionally, a dedicated ambulance entrance will be provided on Newton Road to alleviate congestion at the main patient entrance to the hospital. As part of the site work, a new set of traffic control gates with observational cameras will be installed at the entrance from Newton Road, with remote control for opening in the police station and Emergency Department control center. The completed construction of the site preparation will satisfy all requirements assuring compliance with all applicable local, state, and VA/federal codes and guidelines. ADMINISTRATIVE: The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million. The solicitation will be issued in March of 2024. The period of performance is approximately 270 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $2,000,000 and $5,000,000. This notice is not a request for competitive offers. All questions must be submitted in writing to the issuing office via email to: sherri.mitchell@va.gov. Telephone calls will not be accepted. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. This project consists of constructing a new ambulance garage addition adjacent to the existing emergency department. This project will add approximately 1500 sf to the west side of Building 1. This project will also complete the landscaping and paving on the west side of the Iowa City Medical Center. The goal of this project is to replace the ambulance garage that was demolished in 2015 to make way for the addition of the new Emergency Department project. At that time, the ambulance bay was removed from the Emergency Department project to get the construction costs under the minor threshold, leaving the new emergency department without an ambulance bay since. This project will also provide a permanent emergency decontamination station off the ambulance bay. Additionally, a dedicated ambulance entrance will be provided on Newton Road to alleviate congestion at the main patient entrance to the hospital. At the conclusion of this project, patients arriving to the VA by ambulance will be taken to a dedicated entrance directly adjacent to the Emergency Department, as opposed to being transported through the facility as the situation is currently. As part of the site work, a new set of traffic control gates with observational cameras will be installed at the entrance from Newton Road, with remote control for opening in the police station and ED control center.
