The City of Laredo has established a local vendor preference ordinance 2018-O-175. All informal and formal Requests for bids for contracts will be evaluated with a 5% preference for local vendors. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. The City of Laredo, is herein soliciting bids from interested parties for mowing and lawn maintenance services for Police Department Main Station Headquarters 4712 Maher, LPD Annex (1920 Sandman), Building 60 (4810 Maher), eight (8) substations and LPD Rifle and Pistol Range. Description of Contract: Maintain grounds, including shrubs, groundcover, and lawns. Contractor shall furnish all labor, tools, transportation, equipment, materials, and supplies necessary to perform these services. Contractor shall be responsible for supervision, clean up and disposal, and all applicable permits and licenses. Bidders are required to submit their bids upon the following expressed conditions: Bidders shall thoroughly examine the specifications, schedule instructions and other contract documents. Bidders shall thoroughly examine the specifications, schedule instructions and other contract documents . Bidders shall make all investigations necessary to thoroughly inform themselves regarding the requested specifications. No pleas of ignorance by the bidder of conditions that exist or that may hereafter exist as a result of failure of omission on the part of the bidder to make the necessary examinations and investigations, or failure to fulfill in every detail the requirements of the contract documents, will be accepted as a basis for varying the requirements of the City or the compensation to the vendor. Bidders are advised that all City contracts are subject to all legal requirements provided for in the City Charter and/or applicable City Ordinances, State and Federal Statutes. Unit (per cycle) prices shall be shown and where there is an error in extension of price, the unit price shall govern. The successful vendor must comply with all the insurance requirements described in the attributes tab. The City's obligation for performance of an annual supply contract beyond the current fiscal year is contingent upon the availability of appropriated funds from which payments for the contract purchases can be made. If no funds are appropriated and budgeted during the next fiscal year, this contract becomes null and void. The City of Laredo reserves the right to reject any and all bids, as well as the right to determine the bid most advantageous to the City. Service Requirements: The following is a description of the services which will be required under these specifications: Each service cycle shall include the following: 1) Mow all lawn areas as required by the specific location. 2) Trim all growth along walls and fences, between expansion joints in sidewalks and curbs, around light poles, culverts, utility boxes, and trees. 3) Rake up, pick up and remove all trimmings and clippings on sidewalks, driveways, streets and other paved areas. 4) Haul away and properly dispose of any trimmings, clippings, cuttings, debris and litter. 5) Weed out; till and rake all shrubbery/flower beds. 6) Trim and prune trees/shrubbery as needed. 7) All grass clipping must be picked up after mowing the lawn. Submission and award of bid shall be based on the "Terms and Conditions of the Invitation for Bids", which is attached and is part of these specifications. This contract will be awarded to the lowest responsive responsible bidder based on the evaluation factors listed in the request for bid document, in accordance to the provisions of Chapters 252 and 271 of the State of Texas - Local Government Code.
