REQUEST FOR INFORMATION For Modified Central City, North Bypass Channel, Fort Worth, Texas This is a SPECIAL NOTICE announcement, REQUEST FOR INFORMATION, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. No reimbursement will be made for any costs associated with providing information in response to this NOTICE or any follow up information requests. Not responding to this notice does not preclude participation in any future procurement. The Government intends to meet with a target of the first ten (10) interested PRIME contractors who respond to this NOTICE to schedule one-on-one meetings as an early exchange of information in accordance with FAR 15.201 Exchanges with Industry before receipt of proposals. Included in this NOTICE are the following: Attachment 1: Government Questions to Industry & Subsurface Investigation Report, Phase III, North Bypass Channel Attachment 2: Draft Section 00 21 00 (INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS) and Section 00 22 16 (DESIGN-BID-BUILD SELECTION PROCEDURES) The U.S. Army Corps of Engineers - Fort Worth has been tasked to solicit for and award a construction contract to construct the first phase of the North Bypass Channel in support of the Modified Central City project. The proposed procurement will be a competitive, firm-fixed price, design bid build contract procured in accordance with FAR 15, Negotiated Procurement using "Best Value" trade-off process. The type of set-aside decision will NOT be determined based on responses received to this NOTICE. A separate SOURCES SOUGHT will be posted to gain knowledge of interest, capabilities, and qualifications of various members of industry. SCOPE OF WORK: The Government is seeking input from qualified, experienced sources capable of performing the construction of approximately 3,900 feet long and 300 feet wide bypass channel consisting of a floodwall on the east side (right bank) and an earthen levee on the west side (left bank). An overview of the project is included as part of this NOTICE. Project challenges will require the successful contractor to be able to coordinate with multiple stakeholders, both public and private, and perform blasting and dewatering efforts. Project constraints include construction in active and congested areas within the City of Fort Worth. The following provide estimated quantities of major features: Floodwall Length: approximately 5,050 feet (reinforced concrete, supported on rock) Channel Length: approximately 3,900 feet (soil and rock excavation) Levee Length: approximately 4,500 feet (includes reuse of excavated materials from channel) Soil Excavation: approximately 545,000 cubic yards Rock Excavation (blasting and ripping): approximately 200,000 cubic yards Levee Construction: approximately 224,000 cubic yards Structural Concrete Construction: approximately 40,000 cubic yards (excludes paving) In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is between $100,000,000 and $250,000,000. The estimated duration of the project is 2 - 2.5 years. Minimum capabilities required include same/similar experience of construction with a contract value of at least $50,000,000 that includes construction of a minimum 0.5-mile-long, 10-foot-deep channel, or construction of a minimum of a 0.5-mile-long levee or floodwall. The North American Industry Classification System code for this procurement is 237990 which has a small business size standard of $45.0M. The Product Service Code is Y1KB, Construction of Canals. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting. Firm will not pay more than 85% of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85% subcontract amount that cannot be exceeded. Prior Government contract work is not required for submitting a response to this NOTICE. However, respondents are reminded that all construction performance must follow the USACE Safety and Health Requirements Manual, Engineer Manual (EM) 385-1-1, and must also comply with all Federal, State and local laws, ordinances, codes and/or regulations. Firm's response to this NOTICE shall be limited to 5 pages and shall include the following information: 1. Please identify in writing if you are an interested PRIME contractor and have a bonding capability of at least $100M per project and have experience with similar projects and can provide verbal input to the questions included in Attachment 1. There is no need to respond to the questions in writing. 2. Please review the Draft Section 00 21 00 (INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS) and Section 00 22 16 (DESIGN-BID-BUILD SELECTION PROCEDURES) included in Attachment 2 and provide written input to the Government. PLEASE NOTE: No proposals are being requested in response to these draft documents, and none will be considered. In accordance with FAR 15.201, the Government intends to hold exchanges with industry to improve the understanding of industry capabilities and enhance the Government's ability to obtain quality services. The Government intends to meet with a target of the first ten (10) interested PRIME contractors who respond to this NOTICE to schedule one-on-one meetings as an early exchange of information in accordance with FAR 15.201 Exchanges with Industry before receipt of proposals. As stated in FAR 15.201(f), any general information disclosed by the Government in these meetings will be made available to the public as soon as practical, but no later than the next general release of information, to avoid creating an unfair competitive advantage. Any materials distributed by the Government at these meetings will be made available to all potential offerors as an amendment to this NOTICE. Although not anticipated, a summary of additional information disclosed by the Government to one or more potential offerors in these meetings will be made available to all potential offerors as an amendment to this NOTICE. Information protected under FAR 3.104 revealing any potential offeror's business strategy will not be disclosed at any time. For transparency, the Government Questions to Industry have been included in this NOTICE. The Government will reach out directly to schedule the one-on-one meetings. Anticipated solicitation issuance date is on or about November 2024, and the estimated proposal due date will be on or about January 2025. This announcement and all correspondence will be issued via the Government Point of Entry, Procurement Integrated Enterprise Environment (PIEE). Firms are to register electronically to receive information. Contractors are responsible for monitoring the site for updates. This announcement may be viewed in SAM.
