Dawson Avenue Area Contract 4 Sewer And Manhole Rehabilitation Construction Contract No. 2024-05 The Work Includes, But Is Not Limited To, Cured-in-place (Cip) Pipe Lining Of Sewers, Testing And Sealing Service Connections, Point Repairs To Sewers, And Manhole Rehabilitation, Including Monolithic Manhole Lining, Rebuilding Benches And Chimneys, Raising Frames And Covers, And Replacement Of Frames And Covers. 1. Sewer line cleaning, including sewer dewatering, bypass pumping, preparatory cleaning, transport and disposal of debris removed (City will not provide location to dispose of debris), and post-cleaning inspection, 2. Pre- and Post-repair (including lining and point repairs) Closed Circuit Television Inspection (CCTV). 3. Pipeline preparation, including cleaning and point repairs. 4. Excavation and backfilling associated with rehabilitation or installation of sanitary sewer manholes and point repairs. 5. Cured-in-place pipe liner installation. 6. Manhole block/brick and mortar installation and repair of manholes affected by bypass pumping or liner inversion. 7. Rehabilitation of Existing Manholes, including, but not limited to, the management of sewage flows, replacement of manhole covers and frames, removal of deteriorated concrete, installation of polypropylene grade rings, testing, surface preparation, and multistep application of cementitious coating products. 8. Reinstatement and sealing of lateral connections along the section of sewer being rehabilitated. 9. Restoration. 10. Traffic Control and pedestrian access. 11. All other incidental work to complete that project as specified herein and as shown in the drawings. 12. Summary table of the required pipe and manhole rehabilitation repairs can be seen in Table A and Table B following this section Prior To Submitting Bids, It Is The Sole Responsibility Of The Contractor, Subcontractor, Vendor And Any And All Interested Parties Submitting Bids To Review All Addendums. Bids Must Be Enclosed In An Opaque, Sealed Envelope And Plainly Marked With The Project Title And Shall Contain The Name And Address Of The Bidder On The Envelope. Each Bid Shall Be Submitted In Accordance With The Instructions To Bidders And Shall Be Accompanied By A Bid Security In The Amount Of Five Percent Of The Bid. Bidders May Not Withdraw Their Bids For A Period Of 120 Days After The Actual Date Of The Opening Of The Bids. The Successful Bidder Must Furnish A 100 Percent Performance Bond And A 100 Percent Payment Bond With A Surety Company Acceptable To The Owner. Complete Instructions For Filing Bids Are Included In The Instructions To Bidders. The Owner Reserves The Right To Waive Any Informality In Or To Reject Any Or All Bids If Deemed To Be In Its Best Interest. The Contract Time Shall Commence 20 Days Following The Effective Date Of The Agreement And The Contractor Shall Fully Complete The Work Within 160 Calendar Days And In Accordance With The Terms As Stated In The Agreement. Active Construction Shall Be Limited To 90 Consecutive Calendar Days. Any Contract Or Contracts Awarded Under This Invitation For Bids Are Expected To Be Funded In Part By The State Of Connecticut, Department Of Environmental Protection. Minority Business Enterprise (Mbe) And Women's Business Enterprise (Wbe) Policies Of The State Of Connecticut Are Applicable To This Contract. The Requirement For Mbe/wbe Subcontractor Participation, Expressed As A Percentage Of The Total Contract Amount, Shall Be A Minimum Of 8.0 Percent With The Following Makeup, Mbe 3.0 Percent And Wbe 5.0 Percent. Failure To Meet Or Exceed The Required Percentages Shall Render A Bid Non-responsive And Cause The Rejection Of The Bid. Wage Rates For This Project Are Subject To The Minimum Wage Rates As Per State Of Connecticut Labor Department "Prevailing Wage Rates" And Federal Davis-bacon Act. Bidders And Subcontractors Are Required To Ensure Equal Opportunity Employment As Noted In The Governor's Executive Orders 3 And 17.
