REQUEST FOR STATEMENT OF QUALIFICATIONS FOR PROFESSIONAL ENGINEERING SERVICES FOR MISSISSIPPI MUNICIPALITY AND COUNTY WATER INFRASTRUCTURE GRANT FUNDED PROJECTS The City of Pascagoula, Mississippi, will be accepting qualification statements for Engineering services for water, sewer, and storm water infrastructure projects utilizing American Rescue Plan Act (ARPA) funds awarded directly to the City of Pascagoula along with matching funds provided by Jackson County Government and the Mississippi Department of Environmental Quality (MDEQ). The scope of work generally includes sewer collection, water supply and distribution, and storm water conveyance. Engineering services shall include providing program management, surveying, maps, plats, engineering design, bidding, contract administration, construction observation services and contract closeout documents including field survey verification of construction and preparation of as-built drawings. Criteria for engineer selection shall be based upon the following: Qualifications Description of Criteria Weight Criteria Knowledge Evidence of training and education required by 20% engineering design and construction of water systems. Ability to Serve Demonstrate the availability of resources necessary 20% to meet the project schedule required by the Owner. Experience Evidence of sufficient professional engineering 20% experience with similar projects. Past Performance Prior experience with the City of Pascagoula and 20% familiarity with City of Pascagoula utilities. Capability Capability to perform work in a timely manner including location of firm and availability of staff. 20% Upon completing the review process, contract negotiations will proceed with selected engineer. In the event that a contract cannot be negotiated with the most highly qualified firm, negotiations will continue in order of qualification. Letters of interest shall include the name of the firm, name of the licensed MS professional to be in charge of the work, overview of the project team and experience record relative to scope of work, statement regarding potential conflicts of interest, organization chart, list description of any past litigation activities, list of any proposed subcontractors, and a signature of the authorized agent of the firm.
