Renovation of an educational facility in Wilmington, North Carolina. Completed plans call for the renovation of a educational facility.

The following items were discussed: Introductions were made. Ms. Gordon was introduced as the representative from the School District and Mr. Swing was introduced as the Engineer's representative. General: a. Only the written word as contained in the Bid Documents, including any addenda that may be issued, is binding. b. It is the bidder's responsibility to read and review all of the Bid Documents, including addenda. c. Statements made during the Pre-Bid conference are for the sole purpose of calling attention to important information in the Bid Documents. d. Any questions or requests for clarification must be submitted in writing. All responses will be made in the form of addenda to the Bid Documents. Questions must be submitted within seven (7) days of the bid opening BEFORE February 22, 2024. Bids, Bid Bonds and other bidding documents contained within the project documents are to be emailed to stewart.swing@terracon.com Unit Prices and quantities are to be included in the Base Bid. A 5% Bid Bond is required. Complete bids shall consist of bid forms, bid bonds and either MWBE Affidavit A or B. Successful Bidder shall provide Performance and Payment Bonds in the amount of the full contract. General Conditions: a. Contractor must have a General or S Roofing license. b. Contractor shall comply with all applicable codes and permits. c. Contractor to submit to NHC Coast system. d. Contract Time shall be sixty (60) calendar days from date of Notice to Proceed. e. School will be occupied during construction. f. Liquidated damages are set at $500.00 per calendar day for work not accomplished beyond the date of substantial completion and final completion. g. Roofing Guarantee: Manufacturer's Twenty (20) Year Total System Guarantee and a Contractor's Two Year Workmanship Guarantee are required. Notice to Proceed (Contract Admin): May 24, 2023 Notice to Proceed (Constuction on Site): June 13, 2023 Substantial Completion: August 16, 2023 Final Completion: August 23, 2023 Minority Business Guidelines: a. The Owner encouraged that the guidelines be followed and would like the Contractor to make a true effort. Minority Business Participation guidelines are included in the specifications and will need to followed. General Requirements: a. Summary of work and special conditions were discussed. b. Unit Prices and Allowances were discussed. c. Alternates were discussed. Quality Control: a. Fraternatization with students and/or staff is prohibited. b. Contractor's Superintendent must be on site at all times work is being performed. c. Drawings and specifications are required on site at all times. d. Preconstruction Meeting: A preconstruction conference will be scheduled following execution of contracts. Project specifics, questions, and concerns will be discussed at that time. e. Manufacturer's Inspections: Manufacturer must conduct) inspections during the project including a final inspection. f. No roofing work can be subcontracted without prior written consent of the Owner. g. Contractor must have 4 years of contracting experience in the type of work included in this project. Temporary Utilities and Facilities: a. Contractor must provide port-o-johns. Tobacco Products/Firearms: a. Are not allowed at the jobsite at any time. Dumpster/Access/Staging Locations: a. Staging and storage shall be on-site. b. Access to roof will be from the exterior of the building. Protection of Buildings and Property: a. Contractor shall fence off the storage and staging areas. b. Contractor is to access roof from exterior. Document Existing Conditions: a. Contractor must document existing conditions with photos or video. Connects and Disconnects: a. Contractor is to contact Owner prior to disconnecting any cables. Use of Site/Parking/Access/Off Hours: a. Time of work hours will be 7:00am to 5:00pm, Monday through Friday. Any work that will be conducted on the weekend will need to be coordinated with Owner. Asbestos: a. An asbestos survey on the subject roof system was conducted. Asbestos containing materials were not detected in the roof system. Closeout / Project Document Checklist: a. Checklist provided within the project manual. Engineer Reviewed the Technical Documents There being no further questions or comments, the meeting was adjourned and relocated to the roof area. Should anyone know of any errors or omissions within these meeting minutes, please notify the undersigned immediately.
