The City of Apopka (City), as a political subdivision of the State of Florida, is seeking a statement of qualifications from firms qualified to provide Construction Management/General Contracting (CM/GC) Services for the construction of a new Public Safety Facility and related site improvements. The purpose of this Request For Qualifications (RFQ) is to select the most highly qualified firm(s) to provide the requested services. It is anticipated that one (1) firm will be awarded a basic contract to provide the necessary services for the project's duration. All qualified firms or persons shall have current licenses as required under the State of Florida for the provision of services to the City of Apopka. Question Deadline 03/19/2024 at 11:30 PM ET Scope of Work Overview The City of Apopka is accepting proposals from qualified reputable construction manager/general contractor firms who are licensed, bonded, and insured to perform the described work within Orange County, Florida. The Awarded proposer shall meet or exceed all terms, conditions, and specifications of the City of Apopka. Project Summary The City's planned Public Safety Facility shall be comprised of five primary programmatic elements which are defined as (1) joint-use Public Access Areas and Information Technology, (2) Police Department Headquarters, (3) Fire Department Administration, (4) Fire Station #1, and (5) Facility Services and Support. The existing site footprint is approximately 3.2 acres with other required site development features such as public parking, secured staff parking, and the central utility plant that will house the facility's emergency generator(s), associated fuel tanks and pumps, and the HVAC (heating, ventilation, and air conditioning) systems. Project Budget and Timeline The construction budget is approximately $60,726,741 with a construction duration estimated at 16-18 months. Scope of Services The City of Apopka is seeking the services of qualified professionals to provide construction management/general contracting services required for the construction of a new Public Safety Facility and related site improvements. All structures shall be constructed to meet all essential building requirements of the Florida Building Code. Services shall include, but are not limited to, the following: Part A - Preconstruction Phase: Working with the City's Architect/Engineer consultant to prepare the vertical construction and site improvements scopes and cost estimates. Prepare feasibility and cost scenarios for construction of a new Public Safety Facility. Attend project meetings, workshops, and council meetings. Conduct field investigations and prepare reports. Work side by side with the Owner's Representative, City project manager, City staff, and the A/E Consultant throughout. Make recommendations regarding alternative construction materials, methods, or concepts that may be of benefit to the City. Review A/E consultant's submittals and make recommendations relating to cost, constructability, and other such technical and economical characteristics of a particular design or material selection. Provide cost estimates for various design schemes and construction assembly options. Submit detailed cost estimates, critical path method calendar schedules, and reports at phased levels of Architect/Engineer plans completion. Solicit and evaluate subcontractor qualifications. Solicit, schedule, and lead pre-bid meetings. Prepare subcontractor bid packages utilizing architect/engineer consultant drawings and specifications. Solicit and evaluate subcontract bids. Develop bid alternatives and value engineering options to meet established construction budget. Part B - Construction Phase: Construction Management General Contracting services for construction of the Project per the Guaranteed Maximum Price Proposal. Liquidated Damages Liquidated Damages: $500.00 per calendar day Contract must agree to commence work on date to be specified in a written "Notice to Proceed" of the City and to fully complete the project within the consecutive calendar days indicated under the scope of work thereafter. Bidder must agree also to pay as liquidated damages, the sum of $500 for each consecutive calendar day thereafter as hereinafter provided in the General Conditions. This RFQ is subject to the "Cone of Silence" imposing certain restrictions on communications concerning the RFQ process as described in the specifications of the RFQ Package. Apopka is the second largest city in Orange County, with a population of 58,293 and area of 35.5 square miles. Apopka has two hometown newspapers: The Apopka Chief and The Planter. From its agricultural roots, the community has emerged as a widely diverse business center, with businesses ranging from laser technology to electronic components for wireless communications. Numerous builders and developers are in the process of developing lots for future commercial and residential use. Yet, in the midst of rapid growth and development, Apopka has remained a good steward of the environment. Just three miles northeast of town is the Wekiva Springs State Park, and six miles to the north is Rock Springs (Kelly Park). These combined parks total approximately 40,000 acres of unspoiled natural surroundings, with over 85 million gallons of clear spring water flowing daily. The median age of the City's residents is 37.3 years and 27.5% have a bachelor's degree or higher. Median household income is $66,057, which is higher than that of other Florida cities. It is estimated that only 21% of the population lives and works in Apopka with the majority commuting on average 31.1 minutes to work. The City operates under a strong Mayor-Council form of government consisting of a five member City Council. The City Council is responsible for establishing policy, passing ordinances and resolutions, adopting the budget, and appointing committees, among other duties. The Mayor is responsible for overseeing the day-to-day operations of the government. The City Council is elected on a non-partisan basis. City Council members serve four year staggering terms, with two council members elected every two years. The Mayor is elected to serve a four year term. Inquiry Deadline: March 12, 2024, 5:00pm. Failure of any proposer to receive any such addenda or interpretation shall not relieve such proposer from any obligation under their proposal as submitted. All addenda so issued shall become part of the contract documents. Tentative Evaluation Committee Meeting #1: April 9, 2024, 9:00am Tentative Firm Presentations: April 23, 2024 Tentative Evaluation Committee Meeting #2: April 23, 2024 Tentative City Council Approval: May 1, 2024 Purpose The City of Apopka is currently seeking qualified firms to perform Construction Management/General Contracting Services. Qualifying firms must have completed five (5) similarly sized and scoped services within the last 10 years (please do not submit if this criterion cannot be fulfilled). The City intends to enter into an agreement with the highest scored and qualified respondent after all Request for Qualifications (RFQ) are evaluated and negotiations completed. All qualified firms or persons shall have current licenses as required under the State of Florida for the provisions of services for the City of Apopka. The award and contract shall be in accordance with Section 287.055 Florida Statutes, as amended, Consultants' Competitive Negotiations Act (CCNA). The contract will be non-exclusive and the City may secure similar or identical services from other professionals. The City of Apopka reserves the right to reject any and all proposals, accept any proposal or any combination of proposals, to waive any and all informalities or irregularities and to accept or reject all or any part of any proposal as they may deem to be in the best interest of the citizens of the City of Apopka. The Awarded firm is required to enter into a contract with the City of Apopka. Pre-Bid Meeting: If claims arise for additional labor and/or equipment costs required for difficulties encountered during installation, these may not be approved. The bidder shall examine the site carefully of the work and the Contract Documents and shall satisfactorily investigate as to the conditions to be encountered, as to the character, quality and quantity of work to be performed and materials to be furnished and as to the requirements of the Contract. Bidders shall familiarize themselves with all federal and state laws, local ordinances and regulations which may in any manner affect the work or its prosecution. The filing of a Proposal shall be presumptive evidence that the bidder has complied with these requirements. CMAR shall provide the following Surety Bonds: 1. Performance Bond 2. Payment Bond 3. Maintenance Bond The Payment Bond and the Performance Bond shall be in a sum equal to the contract price. If the Performance Bond provides for a one-year warranty, a separate Maintenance Bond is not necessary. If the warranty period specified in the contract is for longer than one year, a Maintenance Bond equal to 10% of the contract price is required. Bonds shall be duly executed by a responsible corporate surety, authorized to issue such bond in the State of Florida and secured through an authorized agent with an office in Florida. Before submitting a Bid, each Bidder must examine the Contract Documents thoroughly, visit the site to familiarize themselves with local conditions that may in any manner affect cost, progress or performance of the Work, familiarize themselves with federal, state and local laws, ordinances, rules and regulations that may in any manner affect cost, progress or performance of the work; and study and carefully correlate Bidder's observations with the Contract Documents. Recommendation of award, or rejection of all submittals if applicable, will be presented to the City Council for approval for the highest scored contractor within one hundred and twenty (120) calendar days from the date of submission.
