Eleven bids were received. The Martin bid was the lowest, and 21% lower than the engineer’s estimate of cost. Approval was also given for $73,000 in potential additional or change order work on the project. The project will include new larger diameter storm sewer drainage upgrades to enhance or replace old deteriorated and undersized existing storm sewers that currently service a large, developed and urbanized area upland watershed north and east of the 14th Street right of way. It’s anticipated that construction will be substantially complete by late May 2026. ------------------------------------------------------------------------------ The Storm Sewer Will Be Installed From 15th Street South of Squires Landing, East, Within a City Easement, to the Unimproved Right-of-way of N. 14th Street. The Storm Sewer Will Proceed North Along the N. 14th Street Right-of-way and City Owned Parcels to Highland Avenue. The Project Will Continue West, Along Highland Road, to N. 14th. The Project Consists of Installation of Approximately 1400 of 36" Storm Sewer, 125' of 12" Storm Sewer, Saw Cutting, Removal and Replacement of the Existing Sidewalk, Accessibility Ramps, Combination Curb and Gutter, Pavement Removal, Aggregate Base Course, Hma Pavement, Riprap, Necessary or Required Excavation, Granular Backfill or Bedding as Required by the Engineer, and the Grading, Backfilling and Landscaping Necessary to Restore and Leave the Site in a Neat and Orderly Condition, as Well as Other Associated Work Located in the City of Rochelle. Any Objections, Questions or Comments on the City's Specifications Shall Be Submitted in Writing on or Before 1 P.m. October 7, 2025. The Decisions of the City Shall Be Final.
