This Request for Qualifications (RFQ) solicits qualification statements from local professional construction firms for the purpose of establishing an on-call list to assist our facilities staff on future commercial facilities projects. For the purposes of this RFP, a small project is defined as a project not exceeding $250,000 in total project cost, and may include, but is not limited to, public buildings and facilities, public safety facilities, community centers, libraries, park facilities, pools, corporation yards, and offsite improvements. It is anticipated that the City will utilize general contractor construction services on small projects where construction budgets are estimated in the $25,000 to $250,000 range per project, this amount could be increased at the discretion of Facilities Division Manager and that multiple contractors will be chosen for the on-call list. The City's intent is to rotate contractors when assigning new projects. The City reserves the right to assign work outside of the rotation if the City chooses to. The City may choose to bid the work to multiple On-Call contractors, if the City believes it is in the best interest of the City and project. The City also reserves the right to assign any portion of the project to the contractor, or multiple contractors, and may choose to perform some of the work using City staff. There is no minimum guarantee for the amount of work that may be assigned to an On-Call Contractor. The City may choose between (4) and (6) contractors to be included on the final On-Call List. The Facilities Maintenance Superintendent and Facilities Maintenance Division Manager may choose to utilize the On-Call list for the purposes of having qualified on-call general contractors that will be solicited to assist the facilities staff in delivering projects using a variety of delivery methods, including design build, design assist and standard bid / build. For stand-alone contracts over $250,000 appropriate contract and council approvals will be required prior to execution of the work and at the discretion of Facilities Division Manager. The contract will be a five-year term contract, in an amount not to exceed $900,000.00. Contractor shall perform with its own organization and with the assistance of workers under its immediate superintendence, work of a value not less than twenty percent (20%) of the value of all Work in the Contract per 2020 City of Sacramento Standard Specifications. Bid Bond 0.00% Payment Bond 0.00% Performance Bond 0.00% Pre-Bid Meeting No The City is requesting proposals from professional general contracting firms to provide on-call general contracting services. In general, the Contractor shall have experience in all aspects of construction and maintenance tasks. In addition, the contractor must have previous experience with State Prevailing Wage and Apprenticeship Requirements. The Department of Public Works is responsible for providing emergency building, building infrastructure, and equipment repair during emergency evacuation situations and requests cooperation from all contractors providing on-call services to the City of Sacramento. During a wide scale emergency, firms may be required to provide services and/or equipment. Firms must agree that the City's request for services will be a top priority.
