The District School Board of Niagara (hereafter referred to as the DSBN) requires a Contractor to provide Annual Inspections of Dust Collector Systems as well as the Preventative Maintenance and Repairs resulting from inspections at various District School Board of Niagara (DSBN) facilities. The contract will be awarded for a two-year period, commencing June 1, 2024 and ending May 31 2026. Consideration will be given to renew the contract for 3 separate one-year periods ending May 31, 2029. Proponents(s) who have previously been qualified to provide the services as described herein, or who are currently performing work for the DSBN must also respond to this request to be considered for future work assignment. The DSBN complies with the Broader Public Sector Directives (as directed by the Province of Ontario); and applicable trade agreements such as Ontario-Quebec Trade and Cooperation Agreement, Comprehensive Economic & Trade Agreement (CETA) and Canadian Free Trade Agreement (CFTA). The specifications as indicated in this section are intended to serve as a general guide as to what is expected. A complete description / specification is to be supplied by the Proponent as part of the proposal submission. Where the proposal submission will not include all of the requested specifications listed below, please indicate details on your submission. If no information is provided in your submission regarding any nonconformance to the requested specification(s), the DSBN will assume that the submission meets the specifications requested in their entirety with no alteration. Annual Inspections are to be performed in July or August and will be initiated by a DSBN authorized user. The Project Scope is to provide annual inspections, repairs, and perform preventative maintenance, lock-out tag-out as required, and certification to DSBN's Dust Collection Systems (see Appendix D for school list) as prescribed by Ontario Regulation 851 of the Occupational Health and Safety Act, subject to amendment throughout the agreement. Repairs and Preventative Maintenance - The Successful Proponent shall be able to make repairs and perform preventative maintenance as required to all Dust Collection Systems. Minor repairs to items such as fasteners, or materials and consumables for tightening, oil, lube, fluids, top-ups, etc. are to be considered pre-approved. Repairs estimated above $1,000 require approval from an authorized user. The Successful Proponent must remove previous inspection sticker and at the same time replace it with a new sticker on all lifting devices that they inspect. The stickers must have the date it was inspected and the certification number and company contact information. Annual Inspection and Preventative Maintenance to include the following: Inspect dust collectors Clean out hopper Clean out filter section Clean out debris Inspect and clean filters Reseal filters (as necessary) Removal of old contaminated filter bags (as necessary) Installation of new replacement of filter bags (cost of filter bags extra) Inspect fan (adjust belts and lubricate bearings as necessary) Inspect Motor (clean and lubricate as necessary) Inspect shakers (adjust and repair as necessary) Inspect metal frames Inspect and make minor repairs to sawdust drums Inspect gaskets and seals (replace as necessary) Check pressure gauges Inspect and adjust door hinges locks and pulls as necessary Inspect anchor bolts and bearings for vibration damage Inspect dust collector body for leakages and repair as necessary Inspect duct work into and out of dust collector Inspect and make minor repairs to hoses Paint dust collectors as necessary Test/Run System to ensure proper operation Dispose debris off-site Complete inspection report c/w before and after pictures Lubricate all electric motors, speed reducers, exhauster bearings etc. as per manufacturers recommendations. DO NOT OVERGREASE. It should be noted that some speed reducers are lifetime lubricated. Check all filter tubes for wear and ensure that they are pulled taut. Lubricate waste material discharge slide gates (use only graphite as grease causes material to collect in the slides), if applicable. Remove and clean all filter tubes if required. For snap ring type filter tubes be sure the groove on the cuff is properly engaged in the cell plate, then pull the filter taut at the top end by pulling down on the hanger strap. In older style collectors, first release the clamp holding the filter tube to the collar, pull open end of filter tube over the collar on the collar plate, being sure to pull the filter tube taut before re-clamping. Note that on rocker style shaker frame assemblies filters should not be pulled too tight to impede the operating characteristics of the shaker frame, linkage or gearbox / motor assembly. The DSBN Saw Dust Collector Inventory list (Appendix D) indicates sites for inspection, make and model numbers where available. This list is based on previous year's inventory and may not be current, as old equipment becomes obsolete and may or may not be replaced or new equipment added. It is the responsibility of the successful proponent to add or delete equipment to the list as necessary in Excel format. An updated equipment list shall be provided to the Supervisor of Contracted Services - Facility Services annually. Inspection reports are to be made on all equipment listed in Appendix D for each annual inspection. Hard copy reports are not required. PDF reports shall be sent to ailene.fournier@dsbn.org Inspection reports are to be completed for each location, outlining at a minimum: Location/school name Date of Maintenance Hours worked on site Manufacturer, serial number, model of equipment services Name of technician and signature Description of work performed Before and after pictures Inspection Reports should note any deficiencies found in the units; parts to be replaced or any unsatisfactory condition discovered. A picture should accompany the report when a deficiency is noted. The picture will show the condition of the unit when inspected. Provide a sample inspection report with your submission. This report form will be the only notification recognized by the DSBN as verification of time spent on site in case of invoice dispute. Repair quotes resulting from inspections outside of Scope of Work must be provided for equipment where deficiencies have been noted (each piece of equipment quoted separately). Hourly rates and mark-up are based on rates provided from Section 26.4 and 26.5 of this bid. Materials and labour must be broken down separately as 2 line items on the quote. Prior approval must be received from the Supervisor of Maintenance Services before proceeding with any additional repairs. DSBN reserves the right, at each school's sole discretion, to award any repairs to the awarded inspection vendor. There is no guarantee of any repair work. The DSBN may, at its sole discretion obtain quotes for repairs from other sources. *Award amount was not released for publication.
