M&H No.: 1943400-231147.01 General Statement of Work: The Project consists of reconstruction of the Northeast Hangar Taxilane pavement (providing access to the southern hangars) plus drainage improvements. Work will include: o removal of the existing asphalt pavement and underlying base course, o construction of a full depth pavement section (asphalt concrete, aggregate base, and lime treated subgrade); o re-striping of the taxilanes o replacement of the Airport Operations Area (AOA) fence in the affected areas. o construction of Portland Concrete Cement valley gutters, storm drain piping and catch basins. The base bid is approximately 6,700 square yards and bid alternate is approximately 5,700 square yards. Engineer's Estimate Base Bid $1,847,039 Bid Alternate $1,505,541 RFI Submittal deadline is March 12, 2024 at 5:00 pm as noted on OpenGov All inquiries regarding the project shall be directed to Solano County using the form provided in the Project Manual. Only Request for Information received either in Solano County's eProcurement website or submitted by email to James Kasey, at jckasey@solanocounty.com by close of business on March 12, 2024 will be responded to, any questions or information received after that time will not be responded to. Responses to Request for Information will be posted in Solano County's eProcurement website no later than March l9, 2024. If there is a delay in County posting responses, the bid submission due date will be extended commensurate. All contractors and subcontractors must comply with the Federal Fair Labor Standards Act (FLSA). Wage rates and restrictions on working days and times shall meet all requirements of the Davis Bacon Act and Labor Code of the State of California for public contracts. The bidder may contact the Director of the Department of Industrial Relations, phone number (415) 703-4774, to obtain a schedule of the general prevailing wages applicable to the location and work to be done. The contractor and the contractor's subcontractor are responsible for compliance with the requirements of Section 1777.5 and 1777.6 of the Labor Code of the State of California regarding employment of apprentices. XIV. All Contractors and subcontractors must be registered with the California Department of Industrial Relations (DIR) at the time of bid of this project pursuant to Cal. Labor Code Section 1725.5. XV. Basis of selection of lowest responsive and responsible bidder shall be the Base Bid. County reserves the right to include the Bid Alternate in the final award. If only one bid is received, the County reserves the right to negotiate with the responding contractor. If no bids are received, the County reserves the right to identify interested contractor(s) and negotiate directly without re bidding. County further reserves the right to reject all bids and cancel the solicitation at their sole discretion. XVI. This project will have funding from Federal Aviation Administration (FAA) and State Grants. After bid opening, Solano County will submit revised grant applications with the lowest responsive and responsible bidder's amount. The award and subsequent issuance of Notice to Proceed for Mobilization of this project are contingent upon the Solano County's receipt of FAA and State grants (assumed to be duration Solano County can hold bids - 180 calendar days from bid opening). XVII. FEDERAL AVIATION ADMINISTRATION (FAA). This project is funded under the Federal Aviation Administration (FAA) Airport Improvement Program (AIP). Contractors at every tier must comply with applicable federal requirements including but not limited to: Affirmative Action, Disadvantaged Business Enterprise, Foreign Trade Restriction, Buy American Preference, Civil Rights, Davis-Bacon, Equal Employment Opportunity, Federal Fair Labor Standards Act, Veteran's Preference, Government-wide Debarment and Suspension, Drug-free Workplace, as contained in the bid documents.
