Site work and paving for a mixed-use development in Beaver Dam, Wisconsin. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The work for which bids are asked includes the following estimated quantities: 750 LF of sanitary sewer and laterals (6 thru 12 PVC) as well as 490 LF of sanitary sewer cured in place pipe lining (10-inch diameter) along with associated sanitary sewer work; 1,375 L.F. of water main (4 thru 8 PVC) and services; 1,200 LF of storm sewer (12-24 Class III-A) and associated storm structure work; 5,600 S.Y. aggregate base and geogrid installation; 2,300 S.Y. topsoil and sodding; 120 TON of asphalt pavement; 4,230 S.Y. of concrete pavement; 12,000 S.F. of concrete sidewalk; 2,400 L.F. concrete curb and gutter; 5,000 S.F. concrete driveway approach; 1,200 LF of epoxy pavement markings; as well as all related work including unclassified excavation, erosion control, and traffic control. No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the owner as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. No bid may be withdrawn within 60 days after the actual date of the opening thereof. Pursuant to section 66.0903, Wisconsin statutes, the minimum wages to be paid on the project shall be in accordance with the wage rate scale established by federal wage rates. Be aware that project administrators, bidders, and contractors are required to use the latest federal wage rate available at the time of bid opening. This project anticipates use of Wisconsin DNR safe drinking water loan program and/or clean water fund program funding. We encourage disadvantaged business enterprises (DBEs), including minority-owned business enterprises (MBEs), Womens business enterprises (WBEs), and small businesses in rural areas (SBRAs) to submit bid proposals. A municipality, in awarding prime contracts, and primary contractor, in awarding subcontracts, are required to make a good faith effort to achieve a combined minimum goal of 15% participation for MBE/WBE utilization in accordance with s.NR 162.09(3), s.NR 166.12(4), and s.NR 167.18(4) Wis. Admin. Code. If a subcontractor awards subcontracts, these requirements shall apply to the subcontractor. The contractor shall conform to the use of American iron and steel provision of H.R. 3547 consolidated appropriations act, 2014, section 436, including all iron and steel products used in the project. Bid proposals may be denied if the requirements of this section are not met and waivers are required. EPA guidance for the use of American iron and steel (AIS) can be found at online. This project anticipates the use of funds related to the Bipartisan infrastructure law (BIL). The contractor shall conform to the statutory requirements known as build America, buy America which applies to all of the iron, steel, manufactured products, and construction materials used in the project. Bid proposals may be denied if the requirements of this section are not met and waivers are required. Owner reserves the right to waive any informalities or to reject any or all bids.
