As of August 27, 2024, a design team and general contractor have been selected. The name of the alumni center will now be called the Clifton M. Smart III University Advancement Center. Missouri State University (Owner) is accepting qualifications for a Construction Manager at Risk (CMAR) team member to provide preconstruction and construction services for the Alumni Center Building project on the Springfield campus. The Owner will be using a two-step CMAR selection process in accordance with RSMo. Sections 67.5050 and 67.5060. The overall budget for the project is anticipated to be $18,000,000 based on a combination of private donations and University funding. The budget will include all fees, construction costs, owner costs, and any other costs associated with the project. The scope of this project is the design and construction of a new Alumni Center Building on the Missouri State University campus. The future location will be near the Davis-Harrington Welcome Center on the northern side of Bear Boulevard within Parking Lot 29. The existing alumni center, Kenneth E. Meyer Alumni Center, is situated in downtown Springfield, at 300 South Jefferson Avenue. The Missouri State University Foundation, set to reside in this new facility, was founded in 1981 in order to fulfill Missouri State University's mission as a comprehensive university in the center of a unique metropolitan region. The Foundation's mission is to unite with passionate supporters and donors of MSU in pursuit of the university's goals and priorities, and to create significant philanthropic resources for the university, its students, faculty, and staff, while serving as a responsible steward of those resources. The inclusion of the new Alumni Center on the main campus, adjacent to the Welcome Center, will not only create a compelling east entrance but also serve as a destination for current and prospective students, faculty, staff, alumni, and visitors to Missouri State University. The Foundation's relocation to the main campus is a significant milestone, establishing a direct connection to campus and the capacity to host various events. The upcoming facility will span approximately 27,000 square feet over two stories, featuring a lobby/reception area, a large banquet hall, an executive board room, enclosed and open office spaces for the 43 employees, multiple conference/meeting rooms of various sizes, ancillary support spaces, and an outdoor event courtyard. There will be significant site, storm water and site utility upgrades including the connection of the building to MSU district chilled water system. The scope of services required by the selected firm shall be as follows: 1. Estimating and budget analysis services throughout the design phases based on regular participation in design meetings with the owner, consultants, and from thorough review of consultant drawings and specifications. This shall include development of an estimated Guaranteed Maximum Price (GMP) at the end of the Design Development and a final GMP after the Construction Document phase of the project. 2. Provide an accurate, regularly updated, viable construction schedule throughout design and construction phases. 3. Public solicitation and public opening of subcontractor bids, analysis of bids received and recommendations for award of work. Missouri State University reserves the right to approve all sub-contractors. 4. The CMAR will be required to obtain bids and/or quantify costs for all work so that the GMP amendment may be executed within a month after completion of the Construction Document phase. 5. Provide complete and comprehensive construction phase oversight and administration in coordination with the Consultant's construction administration services. The CMAR's services shall include providing the appropriate full-time, on-site project supervision, project management, safety program, a quality assurance/quality control (CQCP) plan, submittal review and coordination, shop drawing review and coordination, change order preparation, pay request processing, conducting OAC meetings, an internal pre-punch list process and project close-out documentation. The CMAR will provide collaborative project management software for use in organizing documents, coordinating, and communicating with subcontractors, owner and consultants. 6. Schedule, conduct, and preside over meetings to discuss construction procedures, progress, and scheduling with Owner, each Contractor, and the Consultant(s). Construction Manager shall prepare agendas, meeting minutes, and an updated construction schedule promptly distribute such to the Owner, Consultant, and all meeting participants. 7. Coordinate and discuss all contractor change requests for changes in scope and provide recommendations to the Owner concerning the acceptance of change requests to be processed in a change order. Negotiate pricing with contractors, prepare documentation required, and revise project budget and/or schedule to reflect approved change orders. 8. Construction Manager shall oversee all safety related activities including but not limited to, conducting safety meetings, performing work site safety assessment inspections, recordkeeping, and pre-construction safety audits. 9. Recommendations for materials, equipment, potential construction schedule impacts and construction feasibility throughout the design phases.
