Site work for a multi-residential development in Forest Grove, Oregon. Completed plans call for site work for a multi-residential development.
The Urban Renewal Agency of Forest Grove ("Agency") is soliciting proposals from qualified development teams to develop a .95-acre site at the northeast corner of Pacific Avenue and "B" Street, known as Site B, for the design, financing, and construction of a redevelopment project including the acquisition of the site. The property is located in the heart of Forest Grove, a fast-growing full-service city of 27,551, located 25-miles from Portland. The site has frontage on Pacific Avenue the city's main thoroughfare. The site is adjacent to the Jesse Quinn mixed use development, which boasts 73 apartments, five live/work units, and a retail space of 25,000 sq. ft. The site is located two blocks from Pacific University, a private institution with over 3,000 students. Briefly, the project objectives for the requested site redevelopment include the following: Stimulate the downtown by providing needed retail and /or housing, in a manner congruent with the look and feel of downtown. Encourage additional new investment/development. Attracts retail such as a grocery store and / or a boutique hotel. May contain a mix of housing types. Maximize taxable assessed value. Confer flexibility onto the developer to determine the most suitable project for the site. The City may reject any proposal not in compliance with all prescribed solicitation procedures and requirements and other applicable law, and may reject any or all proposals in whole or in part when the cancellation or rejection is in the best interest of the City. Paul Downey, the Assistant City Manager/Finance Director, will issue the Request for Proposals (RFP) document and will be the point of contact for the City (for this RFP, City, when used, refers to Agency as the City is administering this selection process) for questions and protests concerning the RFP.
