Demolition, site work and new construction of a mixed-use development in Bolton, Connecticut. Completed plans call for the demolition of a educational facility; for the construction of a educational facility; for site work for a educational facility; municipal facility; 25,000-square-foot municipal facility; and municipal facility.
The Town of Bolton requests design services for the demolition, selective demolition and necessary reconstruction for the tear down of the Notch Road Municipal Center and a greenhouse at the Bolton Center School. The Notch Road Municipal Center is connected to rooms A and B as well as the Bolton Senior Center which will remain. The remainder of the structure, approximately 25,000 square feet, is to be demolished. The adjacent Bolton Center School has a greenhouse that is scheduled to be demolished. The intent is to create a plan for the demolition projects in conjunction with any necessary reconstruction. Proposed Project Notes: The plans for reconstruction should specify materials that are consistent with those currently used for the remaining sections of the structures. The project is likely to require some engineering which should be included in the proposals. The structure is known to have some hazardous materials present. The selected team should provide guidance to the owner on all aspects of the project. Scope of Services: The team should generate a conceptual plan of both structures identifying areas to be demolished with specificity on areas of selective demolition. The plan should also include reconstruction details. The conceptual plan will be reviewed by the Town of Bolton and its representatives. 1. Evaluate existing structures based on the project deliverables. 2. Develop conceptual plans for the demolition and any required reconstruction of the Notch Road Municipal Center and the greenhouse at Bolton Center School and include site work and site restoration. 3. After review and acceptance of the conceptual design documents final plans should be developed. 4. Advise Town on and coordinate work sequencing keeping in mind work at Bolton Center School should be completed during summer recess. (There are some blackout dates for voting). 5. Advising Town on all aspects of the project. 6. Assist the Town in resolving any questions & concerns which arise during project design and construction. 7. Assist with the completion of, review and provide input on developing and submitting required documentation with regard to ARPA Funding and hazardous materials reporting. 8. Attend (and, where required, represent the Town at) all project meetings, including job meetings, and any other meetings as required. 9. Make required presentations to all appropriate Town bodies (including, but not limited to the Board of Education, the Board of Selectman, the Planning and Zoning Commissions, and others (including in conjunction with the Town's engineers and construction managers where appropriate). 10. Develop and implement a procedure for review, approval and processing of contractor and professional consultant requests for payment. 11. Monitor work performed by subcontractors in the field and report to responsible parties. 12. Monitor and report contractor, and sub-contractor compliance with all local, state, and federal requirements including but not limited to payroll audits. 13. Contractor is responsible for all permits and inspections. Permit fees will be waived, but contractor is responsible for $.26cents per thousand educational fee. 14. Oversee and coordinate detailed project cost estimating and any required reconciliation between estimates and budgets. Identify cost control and value management options to keep the project on budget and ensure compliance with Town and Board of Education approvals. 15. Provide consultation services and advice by working closely with the Town's architects/engineer, Board of Selectmen, Board of Education, relevant Town and Board of Education staff, and the community at large on every aspect of the project. 16. Provide oversight for efficient and comprehensive communications and tracking of critical project elements (e.g., requests for information (RFI's); change orders, submittals, addendums, meeting minutes, schedules, etc.). 17. Provide Value Management/Engineering Oversight. 18. Structural evaluation as required to satisfy construction needs and demonstrate code compliance. 19. Demolition and selective demolition shall be in accordance with the approved scope of work as developed and approved by the Town of Bolton, Bolton Board of Education and its representatives. 20. Project site shall be kept secure, clean and orderly. 21. Dust control methods shall be employed as necessary. 22. Waste shall be disposed of as approved in the scope of work. 23. Any and all documentation regarding the disposal of all materials shall be provided to the Town of Bolton. 24. Care should be taken during demolition and construction to ensure no damage is done to the existing utilities. 25. Site restoration and reconstruction shall be in accordance with the approved scope of work. March 15, 2024 - Deadline for question submittals.
