REQUEST FOR PROPOSALS (RFP) - MORMON SLOUGH RESTORATION AND BEAUTIFICATION, PROJECT NO. WB24040 (PHASE 1: REMEDIATION PLAN) The project aims to develop a remediation plan to restore Mormon Slough, which includes identifying area stakeholders, preparation of preliminary design and cost estimates, recommendations to mitigate waterway pollution, identifying funding opportunities for future phases of the project, and preparation of California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA) documents that will clear the path to future remediation and repair. This project is likely to require the expertise of a multidisciplinary team consisting of civil and environmental engineers, and public input. The City of Stockton, California, will receive sealed proposals until Wednesday, March 20, 2024, 5:00 p.m., for the Mormon Slough Restoration and Beautification in accordance with the request for proposal for Project No. WB24040. Each proposal shall be submitted as one packet and shall be accompanied by the Non Collusion Declaration and all of the required documents and information. Each proposer shall be licensed in accordance with applicable State laws. The City of Stockton encourages local Stockton firms to propose on this project and the City encourages proposers to use local Stockton firms as subconsultants. Accordingly, the Local Business Preference Ordinance applies to this project. This project is subject to the requirements of the City's Local Employment Ordinance. Proposers are hereby notified that the successful proposer and any subconsultant under them shall pay prevailing wage rates in accordance with the State of California Department of Industrial Relations. A contract will be awarded to the proposer who best meets the needs of the City, provided, however, that the City Council reserves the right to reject any and all proposals and to re-advertise for proposals or to provide for the work to be done by the City of Stockton.
