The Project consists of replacing the electrical service and switchgear at the Wolfe Neck Regional Wastewater Facility, constructing a new electrical building and generator, and temporarily and permanently refeeding existing aerators in the existing treatment lagoons. Separate Bids will be received for Contract No. S24-10: General Construction, and Contract No. S24-09: Electrical Construction. Bids shall be on a lump sum and allowance basis as indicated in the Bid Forms. Bidding Documents are available via internet-based digital transfer (as PDF files), at no cost. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Questions shall be submitted no later than 5:00 p.m. local time on March 25, 2024 Questions received after this date may not be answered. Bid security shall be furnished in accordance with the Instructions to Bidders. Bidder qualifications are identified in the Instructions to Bidders. Contract Times are identified in the Agreement. If the responding Bidder deems any portion of its response to contain trade secrets, proprietary or other confidential information, it shall isolate and identify in writing the confidential portions, together with a statement in support of its designation as such. The submission shall be confidential until the bid has been awarded and a contract has been executed. Thereafter, all submissions shall be open to public inspection. Federal scale wage rates per the Davis-Bacon Act are not applicable on this Project. Delaware State prevailing wage rates are not applicable on this Project. Liquid Asphalt Cement Cost Adjustment and Diesel Fuel Index are not applicable to this Project. The project does not have a requirement or goal for minimum participation by Disadvantaged Business Enterprises (DBE). The project will be completed utilizing American Rescue Plan Act (ARPA) funding, thus bidders on this work will be required to comply with all associated ARPA regulations as noted in the Instructions to Bidders and in the Supplementary Conditions.
