Belle Isle - Strategic Development Plan (Island Wide) PROJECT ADDRESS (if applicable) DNR HQ Office: 99 Pleasure Drive, Detroit, MI 48207 (Belle Isle Park) PROJECT DESCRIPTION/SERVICES REQUESTED: Provide PSC services: Refer to appended DNR - Belle Isle - Park Strategic Development Plan document, including Exhibit A (14 sets of reference plans and studies) Phase 200 PSC services as detailed document. Completion of Strategic Development Plan by December 2025. Project Statement DTMB in coordination with The DNR Parks and Recreation Division (DNR), and the Belle Isle Conservancy (BIC) is requesting proposals for professional services to facilitate the preparation of a comprehensive, parkwide development plan. The Strategic Development Plan will guide the future long-term sustainable investment of Belle Isle Park. It shall address many facets of planning and operations for the park from the perspective of the Michigan Department of Natural Resources (DNR) and the Belle Isle Conservancy (BIC) optimizing joint resources to best serve the mission of the park. The goal of this effort is to create a phased sustainable development plan that may be aligned with future investment opportunities for historic, recreational, and natural resources. Investment needs in the park will require private and public partnerships to continue the momentum of the last decade to stabilize and stem further deterioration of cultural assets and ensure restoration of natural features. With over $115, million invested in park capital investments, still $200 million in deferred maintenance has been identified for existing park structures and sites, including those used and underutilized. This project proposal seeks a team to create a comprehensive plan, that identifies and prioritizes the diverse infrastructure needs in collaboration with the community and stakeholders for the future and align potential phasing for capital improvements and investment. Recommendations to be developed with reference to the park strategic management plan, multimodal mobility study, stakeholder interest, and community input. The selected firm is intended to be the primary consultant on the project. Partnering with other professional sub-consultant(s) operating as team members is an acceptable approach. Consultant teams are expected to include members with depth and breadth of experience in urban park planning, civil engineering, visitor capacity planning and management, reuse/rehabilitation of historic structures and landscapes and public engagement. Background The City of Detroit purchased Belle Isle Park in 1879. Belle Isle Park, one of Detroit's grandest parks, is the largest city-owned island park in the nation. Belle Isle has many unique amenities including its location in the Detroit River, an international waterway, and a variety of significant architectural, cultural, and environmental features. Belle Isle Park's 982-acres encompass a diverse landscape that includes vibrant recreational areas, preserved unique natural areas, inland lakes, and canals in a truly unique setting. The growing demand for open spaces and recreational opportunities for city residents led to a variety of developments on the island over the years. The island and 59 structures, sites, and objects are listed on the National Register of Historic Places, including one of the oldest continuously operating aquariums and conservatories in the country designed by the notable Albert Kahn. The utility and historic infrastructure developed on the island requires significant resources to maintain. Unfortunately, Belle Isle Park experienced a decline in basic maintenance and general repairs over time due to lack of resources that led to lower attendance for many years. Necessary infrastructure maintenance, as well as repairs of electrical systems, water and sewer lines, heating systems, fire suppression systems, elevators and roofing systems had been deferred. Critical repairs and basic maintenance completed in the last 10 years have invited a resurgence in attendance to Belle Isle Park. Today, Belle Isle Park is once again a popular destination, and one of the most visited state parks in Michigan and the United States. Park attendance continues to grow each year and reached over 5.5 million visitors in FY 2023. Future infrastructure improvements will need to balance growing attendance, stewardship of resources and expectations of improved amenities to meet the public's desires and provide for inclusive and accessible facilities. A Strategic Management Plan for Belle Isle Park was completed in 2018. This Strategic Management Plan brought together DNR staff, BIC staff, other state agencies, stakeholders, and the public in a process that has guided the strategic direction. Goals identified in the plan included continued transformation, financial stability and partnerships and priorities. This strategic development plan will build upon efforts such as the strategic management plan and the multimodal mobility study to facilitate a comprehensive and coordinated plan with community input and support to guide park development for the next 10 years. This Request for Proposals provides the prospective professional service contractor (Professional) with information to enable preparation of a professional services proposal for Belle Isle Park Strategic Development Plan, Detroit, Michigan. The service to be completed should encompass as a minimum the following phase(s) from the Department of Technology, Management and Budget's (DTMB's) Sample Standard Contract for Professional Services: Phase- 200 Program Analysis The minimum professional qualifications to complete the scope of work for this project are demonstrated experience in the successful planning and execution of similar projects in full accordance with all applicable Local, State, and Federal regulations. Contract Award The professionals will be evaluated based on their Technical Proposal - Part I, and Cost Proposal - Part II. Proposals will be evaluated by an Ad Hoc Advisory Committee based on the Technical Portion - Part I eighty percent (80%) and the Cost Proposal - Part II twenty percent (20%). DTMB will offer a contract to the professional firm that has been recommended by the Ad Hoc Advisory Committee after their evaluation of the combined Part I - Technical and Part II - Cost Proposals. Recommendation is expected within thirty (30) days following the due date of the proposal. The list of sample contracts can be viewed at electronically Professional firms must attach a signed Certification of a Michigan Based Business and the Responsibility Certification forms. No Facsimiles or Emails of the Request for Proposal Will Be Accepted. The state reserves the right to reject any or all proposals, in whole or in part, received because of this Request for Proposals. The method of Contractor Selection has not been Determined at this time.
