Building and Facility Construction and Maintenance Services Question Due Date: March 20, 2024, 2:00 PM Local Time The Maryland Port Administration ("MPA" or the "Administration"), a modal administration of the Maryland Department of Transportation ("MDOT"), is responsible for promoting waterborne commerce within the State of Maryland (the "State") and for managing, operating and improving State-owned marine terminals at the Port of Baltimore and The World Trade Center Baltimore. The MPA is soliciting competitive sealed proposals from qualified contractors to furnish all labor, equipment, and materials necessary for the Dundalk Marine Terminal Tidal Gates. The Contract will require an experienced, licensed contractor to perform the Work as defined in General Provisions GP-1.05 and below. The Work to be performed under this Contract consists of the furnishing of all materials and equipment and the performance of all labor to completion. The primary scope of this project addresses resiliency and flood mitigation at Dundalk Marine Terminal by introducing tidal protection devices at or nearby the outfalls of the terminal's storm drain systems. Project components include 14 tidal water backflow prevention devices (henceforth referred to as "backflow preventers"). These devices shall subsequently reduce disruption to the operation of the terminal during extreme tides and natural catastrophic weather events and reduce resulting commerce losses. More specifically this work includes the following: the removal and replacement of manhole structures to house backflow preventers, introducing outboard backflow preventers to the end of the storm drain systems, manhole improvements, rerouting of potable water mains, rerouting of storm drain pipes, replacement of storm drain pipes, new storm drain manholes and all respective appurtenances. The Work shall be performed at the Administration's Dundalk Marine Terminal in Baltimore, Maryland. The contract awarded shall allow for 456 Calendar Days for the completion of all work under this contract. Failure of the Contractor to comply with this schedule, taking into account Contract extensions granted by the Administration due to change orders, shall result in the assessment of liquidated damages of $1,409.00 for each day the work under the contract remains incomplete. Classification: Class F ($5,000,000 to $10,000,000) *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
