Brazoria County Municipal Utility District No. 92 ("Owner") is requesting competitive sealed proposals for a design/build "lease" project that includes the design, materials, construction, and installation of one (1) 0.200 MGD municipal wastewater treatment plant (WWTP) to be located in Iowa Colony, Texas at the location provided by the Owner. Proposed WWTP site is located on the east side of CR 48, approximately 1,955' north of the intersection of CR 53 as shown in attached exhibit. Final effluent will discharge to proposed effluent ditch southeast of the WWTP site. Required scope components will be as described below: 0.200 MGD WWTP, including any and all required foundations and structural components, designed to meet or exceed 30 Texas Administrative Code (TAC) Chapter 217 Design Requirements and Chapter 285 On-site Sewage Facilities, as well as TPDES Permit WQ0016375001. Bid shall provide description of the planned sizing of the plant. Bidder to be responsible for Summary Transmittal Letter to TCEQ. Process design of plant to include drawings, design report, and specifications, signed and sealed by a professional engineer licensed in the state of Texas. Structural design of wastewater treatment plant tankage to be signed and sealed by a professional engineer licensed in the state of Texas. Provisions for expansion of WWTP in one (1) future 0.200 MGD phase and one (1) future 0.200 MGD phase, including descriptions and/or site plan showing how the facility will be arranged. Site plan shall include proposed overall dimensions for the WWTP facility. Construction of an off-site lift station as shown in the Construction Plans. Connection of existing force main stub into the headworks. Any required manholes or underground tie-ins to be considered part of the scope of this proposal. Piping from WWTP to proposed effluent ditch located southeast of the WWTP site. Design and construction of an air distribution system for the WWTP. Bid shall include description of the number and size of blowers selected by bidder. Design and installation of chemical treatment, non-potable water, and flow measuring systems, including any and all yard piping. Bid shall include description of the type and size of components. Design, purchase, and installation of a diesel generator and ATS sized to handle all equipment for the "Interim 1" and "Interim II" phases. Bid to include proposed electrical load analysis for "Interim I" and "Interim II" equipment. Design and construction of a full and functioning electrical system, including on-site service rack, controls, underground and exposed conduit and wire, autodialer, lights/fixtures, and all required hookups. Coordination with electrical provider for construction of electrical service shall be by others. Design and construction of the driveway connection to CR 48.
