Minority and Women's Business Enterprises (MWBE) are encouraged to participate in the bidding as prime contractors, subcontractors, or suppliers. The goal of this project is to construct fence to a uniform construction using steel tee posts and steel braces in the Swanson Lakes Wildlife Area, located in Lincoln County, South of Creston, Washington. This fence project consists of removing approximately 14.56 miles of barbed wire fence and constructing 4-wire fence in place. The new fence includes all wire, posts, gates, corner bracing, stretch bracing, end bracing, and miscellaneous components necessary and incidental for a complete and functional 4-wire fence installation. Fence shall be constructed completely on WDFW property. Brushing is required as part of this work and shall be done only on WDFW property. Staging areas will be discussed and pre-approved at the pre-construction meeting. The Contractor may get permission for access from neighbors, permission must be in writing with a copy given to the WDFW project manager before the access is used No new roads, tracks, or trails may be cleared or constructed. The Drawings show roads and two-tire tracks on WDFW and private land. The State does not guarantee the usability of any road or trail shown on the Drawings for any type of vehicle. The bidder shall ascertain road suitability for its uses prior to bidding. ATVs may only travel on already established two-track trails shown on the drawings and along the route of the fence. Minimize ground disturbing impacts and restrict construction activities to a 12-foot-wide corridor along the inside of the fence and 2-feet on the outside of the fence. Avoid rutting or otherwise damaging or defacing neighboring or WDFW property. Contractor is responsible for repairing or restoring any damage to neighboring land, crops, or property resulting from Contractor activities. Repair damage to State and neighboring lands to the Owner's satisfaction including grading, raking, and seeding. Equipment must be washed before it is brought to the site. The primary concern is weed seed that transport on equipment and invades the wildlife area. Unit Prices quoted on the Bid Proposal Form shall be used where there is an increase or decrease in the amount of work as called for on the Drawings or in the Specifications as may be required by the State. The Unit Price shall cover the cost of all labor, materials, incidental costs, Contractor profit, and increased insurance and bond for each item in place. The Unit Price shall remain constant for the length of the Contract. Basis for payment shall be made from lengths, areas, or volumes as detailed below.
