solicits consultants to create a Complete Streets plan for Norwood Avenue from Main Avenue to Arcade Creek focused on safety and mobility for all users. The plan will be the first step in creating a multimodal corridor that is inclusive of all users and is reflective of the needs of the community it serves, eliminating barriers to jobs, housing, and services. The plan will establish a community-driven vision that reflects the community's and City's commitment to traffic safety and mobility and create concept level designs to transform an auto-oriented roadway into a multimodal corridor that is accessible to all users that are approved by City Council. The selected consultant(s) will develop a planning document with conceptual engineering drawings, cost estimates, and a short-term and long-term implementation plan. Funding for this project is available through state and local funds. Consultants should prepare a Work Plan and Cost Proposal that achieve the City's project goals and objectives listed above. The Caltrans planning grant funding this effort requires all work be completed by April 2026. Consultant teams should prepare a Project Schedule to achieve this goal with adequate buffer time for any unanticipated delays. The City of Sacramento reserves the right to reject any and all proposals received in response to this request, or to negotiate separately with any source whatsoever in any manner necessary to serve the best interests of the City. The City of Sacramento may at its discretion determine not to award a contract solely on the basis of this request for proposals and will not pay for the information solicited or obtained.
