As of May 1, 2024 The awarded contractor is Amethyst Construction for $596,774.90. All bids must be submitted on the proper bid form. The contractor shall display his contractor's license number prominently on the outside of the envelope. Any bids received after the specified time and date will not be considered. The Owner reserves the right to reject any and all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes. To bid and perform work covered by these documents the contractor must be licensed under Classification II - Highway, Street, and Bridge Construction. If the firm submitting the bid proposal is a corporation, a corporate resolution authorizing a representative of the corporation to sign the bid or written evidence of the authority of the person signing the bid must accompany the bid proposal. Such activities will be in accordance with Title 3 8 of the Louisiana Revised Statues. Each bidder must deposit with his/her bid, security in the amount, form, and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570. The Attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rates, as issued by the Division of Administration and contained in the contract documents, must be paid on this project. No Bidder may withdraw his/her bid within Forty Five (45) days after the actual date of the opening thereof. The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed. The successful bidder will be required to execute the Owner's Standard Form of Agreement/Contract for construction together with the Performance and Payment Bond within ten (10) working days after normal award of contract. Any person with disabilities requiring special accommodations must contact the Owner no later than seven (7) days prior to bid opening. Bid Security: Each bid must be accompanied by cash, certified check of the bidder, or a bid bond prepared on the form of bid bond attached hereto, duly executed by the bidder as principal and having as surety thereon a surety company approved by the Owner, in the amount of5 percent of the bid. Such cash, checks or bid bonds will be returned to all except the three lowest bidders within three days after the opening of bids, and the remaining cash, checks of bid bonds will be returned promptly after the Owner and the accepted bidder have executed the contract, or, if no award has been made within 45 days after the date of the opening of bids, upon demand of the bidder at any time thereafter, so long as he/she has not been notified of the acceptance of his/her bid. Every request for such interpretation should be in writing addressed to Volkert, Inc.. P.O. Box 8460. Monroe. LA 71211, and to be given consideration must be received at least five days prior to the date fixed for the opening of the bids. Any and all such interpretations and any supplemental instructions will be in the form of written addenda to the specifications which, if issued, will be delivered by either facsimile transmission, e-mail, other electronic means, by hand, or by overnight delivery using a nationally recognized carrier provided the prime bidder has supplied the facsimile transmission number or e-mail address to the public entity, not later than three days prior to the date fixed for the opening of the bids. Liquidated Damases for Failure to Enterin to Contract: The successful bidder, upon his/her failure or refusal to execute and deliver the contract and bonds within 10 days after he/she receives notice of the acceptance of his/her bid, shall forfeit to the Owner, as Liquidated Damages for such failure or refusal, the security deposited with his/her bid. Time of Completion and Liquidated Damages: Bidder must agree to commence work on or before a date to be specified in a written "Notice to Proceed" of the Owner and to fully complete the project within 90 consecutive calendar days thereafter. Bidder must agree to pay as Liquidated Damages the sum of $200.00 for each consecutive calendar day thereafter until acceptance as hereinafter provided in the General Conditions.
