UNF is seeking FL Certified General Contractors for Continuing Construction Management Services required for miscellaneous projects, each not exceeding $4,000,000 in total construction cost. in total construction cost for the University of North Florida located at 1 UNF Drive, Jacksonville, FL 32224. Project Information/Scope of Work Projects included within the scope of this agreement will be specific projects for new construction, renovations, alternates, and/or additions that have a basic budget estimated at $4,000,000 or less in total construction cost. The University plans to award contracts to three to four firms but this may vary at the discretion of the University. The awarded firms may be utilized on an as-needed basis for the duration of the agreement. The firms awarded will not have an exclusive contract as the University may have additional construction management firms under contract during the same period. The initial agreement shall be for five years with an option to renew for one additional five-year period upon the agreement of both parties. The intended coverage of this RFQ and any agreement resulting from this solicitation may be for the use of all departments at the University. With the consent and agreement of the successful contractors, the other state universities, the State of Florida may access an agreement resulting from this solicitation issued and administered by the University of North Florida. The awarded construction management firms are responsible for understanding and complying with all applicable local, state, and federal occupational safety and health regulations pertaining to the scope of work outlined in this RFQ. Construction Management Services may include but not be limited to: o pre-construction services that include but are not limited to cost estimates, constructability reviews, code compliance, and project schedules; o development of a GMP; o construction services. As determined by the University for each specific project, the Construction Manager may work with University of North Florida (UNF) staff and if applicable the UNF-selected Design Team for the project through the design and construction process. Term of Agreement The term of this Agreement will begin on July 1, 2024, and will be for an initial period of five (5) years, with an option to renew based on satisfactory performance and the written approval of both parties for two (2) additional one (1) year periods. Selection Criteria Selection of finalists for interviews will be made based on construction management firm qualifications, including experience and ability; experience in similar types of projects and budgets; bonding capacity; recordkeeping/administrative ability, critical path scheduling expertise; cost estimating; cost control ability; quality control capability; and qualification of the firm's personnel, staff and consultants as well as the ability to provide all services identified under the CM scope noted above. Any experience or related continuing service contracts should be noted in the submittals for the Request for Qualifications. The applicants who have achieved the highest scores in the evaluation process may be recommended for further consideration. The Selection Committee may reject all proposals and stop the selection process at any time. Firms will be evaluated in the following areas: o Understanding of the requirements and needs for annual continuing services contracts as demonstrated by their project teams. Applicants are rated on the completeness of their understanding of the factors that are unique to this type of work on campus, including the thoroughness demonstrated in preparing their proposals. (30 points) o Firm's experience in providing construction management services for similar projects and working in occupied spaces. (25 points) o Current workload, volume of work and availability of staff. (15 points) o Past performance, experience, and demonstrated project management ability. (10 points) o Firm's experience working for public agencies and/or universities. (10 points) o Firm's cost estimating capabilities and methods used to control cost and schedule during design and construction. (10 points) Organization and Content of Proposal One (1) copy of the proposal in its entirety and organized as stated below, must be submitted on the UNF Bid Portal under the Questions tab. 1. The entire proposal should not exceed 40 single-sided, 8.5" x 11" size pages, excluding cover sheets, divider pages (as long as such pages do not include promotional material), and required copies of resumes, forms, licenses, and certifications. 2. Pages should be numbered consecutively. 3. The proposal should be organized to include the following tabbed sections: a. Letter of Interest. b. Evidence of compliance with all Minimum Requirements, including a copy of applicable licenses, certifications, General Contractors License, etc. c. Completed copy of the Construction Manager Qualification Supplement (CMQS) Form, found in Buyer Attachments. d. Information regarding the firm's qualifications and experience as it relates to the project and the Selection Criteria, above.
