Rehabilitation of PCC Pavement of Runway 16/34, Turnarounds, and Connector Taxiway Goals for minority participation for each trade: 0.4% Goals for female participation in each trade: 6.9 % Each bidder shall accompany its bid with bid security, as defined in Iowa Code Section 26.8, as security that the successful bidder will enter into a contract for the work bid upon. The bidder's security shall be in an amount equal to 5% percent of the total amount of the bid. The bid shall contain no condition except as provided in the specifications. If the bidder fails to execute the contract and to furnish an acceptable performance and payment bond or provide a Certificate of Insurance within ten (10) days after acceptance of the bid by the City of Estherville, the bid security may be forfeited or cashed by the City of Estherville as liquidated damages. Work on the improvements shall commence upon approval of the contract by the City Council and as stated in the Notice to Proceed. All work under the Contract must be start on or after July 29, 2024. All work must be substantially complete in 34 Calendar Days. The working days provided for the project cover all work related to Phase 1 and Phase 2. Work under phase 2, which includes work in the intersection of the two runways requiring closure of the airport, must be completed during the calendar month of August 2024. Phase 2 work shall be completed concurrently with Phase 1 work. All work requiring closure of the airport (Phase 2) shall be completed in a single closure of no more than 7 calendar days. The airport would prefer it if the closure, associated with phase 2 improvements occurred starting August 12, 2024. However, flexibility could be granted for the closure to meet weather or the contractors schedule, so long as the period of closure for phase 2 occurred entirely in the calendar month of August 2024. The contractor shall provide the airport with a minimum of 6 calendar days' notice of impending phase 2 work to allow for issuance of a NOTAM by the airport manager to let the airport manager inform the tenants of the construction schedule. If remarking of the pavement markings within the runway intersection area, defined by the limits of phase 2 work improvements area, cannot be completed during the single closure noted above for Phase 2, it shall be permissible to allow the contractor to close the airport for a single closure that occurs starting at 5:00 p.m. and the airport would remain closed to 6:30 am the following morning. Barricades and closure 'X's' would not be allowed to be placed for the closure prior to 5:00 p.m. and must be picked up by no later than 6:30 a.m. This closure for runway markings in the intersection area will only be allowed once for the project and requires the contractor to provide a minimum of 6 calendar days' notice to allow for issuance of a NOTAM by the airport manager and to let the airport manager inform the tenants of the construction schedule The City of Estherville reserves the right to reject any and all bids, to waive informalities or technicalities in any bid, and to enter into such contract, or contracts, as it shall deem to be to the best interest of the City of Estherville.
