Site work for a civil project in Pennsville, New Jersey. Completed plans call for site work for a water / sewer project.

The time for preparing bids shall be a minimum of 10 days from Notice to Bidders to receipt of Bids. This project is funded in part by the New Jersey Environmental Infrastructure Bank (NJIB) and the successful Bidder must comply with all the provisions of N.J.A.C. 7:22-9.1 et seq. for the participation of small business enterprises owned and controlled by socially and economically disadvantaged individuals (SED). The intent of this work is to remove and replace the existing feed pumping station that conveys wastewater to the sludge thickening process. In addition, a new 20ft diameter thickener tank, replacement of sludge feed pumping station and the construction of a thickened sludge removal pumping station, within fiberglass enclosure, within the Pennsville Sewerage Authority Waste Water Treatment Plant (WWTP). The thickened sludge will then be pumped from the sludge discharge pump station to the existing settling tanks, or travel via gravity lines back to the front of the plant. The Authority is proposing these improvements to the wastewater treatment plant in an effort to replace certain equipment that is reaching the end of its lifecycle and installing new equipment that will assist with reducing maintenance, and improve response time when equipment faults occur. Bids must be accompanied by a Certificate of Surety from an acceptable surety and a bid security in the form of a certified check, cashier's check or bid bond payable to the Pennsville Sewerage Authority in the amount of ten percent (10%) of the total bid amount, but not in excess of $20,000.00. The successful bidder must furnish a Performance Bond and Payment Bond, each in the amount equal to one hundred percent (100%) of the contract price. Said bonds must be in a form acceptable to the Pennsville Sewerage Authority and be issued by a surety authorized to do business in the State of New Jersey. The Pennsville Sewerage Authority will award the Contract or reject the bids within sixty (60) municipal days after the date of the bid opening. Should there be any reason the contract cannot be awarded within the specified period, the time may be extended by mutual agreement between the Pennsville Sewerage Authority and the bidder. The Pennsville Sewerage Authority and the Engineer reserve the right to require a complete financial and experience statement from the prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the contract. The Pennsville Sewerage Authority reserves the right to reject any and all bids in whole or in part, and to waive any informalities or minor defects therein, should it be deemed in the best interest of the Pennsville Sewerage Authority. The right is also reserved to increase or decrease the quantities specified in the manner designated in the specifications. Question Deadline 08/28/2024 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than seven days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
