Contractor(S) to Replace Sand Filters, Construction of Efluent Flow Meter, and New Level Transmitters, and Renovation of Structures Services; and Rehab Work for Sand Filters Located at 2836 Garden Street in Titusville, Florida Sealed Envelopes Shall Contain the Name of the Bidder and Be Marked as Follows: "Re-bid Mourning Dove Water Treatment Plant Sand Filter Rehabilitation Project" ITB# 24-b-021/LR (Company's Name Submitting the Bid) Bids shall be submitted in one (1) original hard copy along with an electronic copy on CD or USB drive. Question Deadline 03/18/2024 at 5:00 PM ET. All questions should be submitted in writing prior to 5:00 p.m. seven (7) days prior to the opening date. Firms shall be properly licensed to conduct its business in the City of Titusville, with all licenses, permits, and certificates as required by all local, State of Florida, and Federal agencies. No bid shall be considered unless sealed and filed with the Purchasing & Contracting Office at the address specified, no later than the time set forth above. The official time will be the date and time packet is marked received in the Purchasing and Contracting Office. No bids shall be withdrawn for a period of ninety (90) days after the opening of bids. The City reserves the right to reject any or all bids and to waive minor irregularities in the bids. Any bid received without Bid Bond for 5% of the Bid Total Price, all forms provided in this solicitation packet, and Copy of License, maybe considered incomplete and immediately disqualified. Any person or affiliate who has been placed on the convicted vendor list following conviction for a public entity crime may not submit a bid as prescribed by Section 287.133, F.S. In addition, company must not be listed nor participating in activities described by Section 287.135, F.S. The City reserves the right to make any changes to this bid, or to reject any and all, or parts of any and all bids, or to accept any bid or portion thereof deemed to be in the best interest of the City, or postpone or cancel, at any time, this bid, or to re-solicit this bid, or to waive any irregularities in this bid or in the offers received as a result to this bid. The City also reserves the right to request clarification or information from any bidder. The City is not liable for any expenses incurred by any firm as a result of being a respondent to this solicitation. Each Bid must be accompanied by a Bid Guarantee in the form of a cashier's or certified check made payable to the City of Titusville, Florida, or a Bid Bond prepared on the form attached herein, duly executed by the Bidder as Principal and having a surety company satisfactory to the City (i.e., highly rated by "Best" or the "U.S. Treasury Listing".) The guarantee so furnished shall be in an amount of not less than five percent (5%) of the amount of the Total Bid Price. All certified checks must have attached thereto the necessary governmental documentary stamps. Such checks or Bid Bonds will be returned to all except the three (3) lowest qualified Bidders within ten (10) days after the opening of Bids, and the remaining checks or Bid Bonds will be returned within three (3) days after the Owner and the successful Bidder have executed the Contract for the Work Pursuant to stipulations hereto, a performance and payment bond, on the prescribed form and equal to 100% of the contract amount will be required for this Contract prior to any commencement of Work. A maintenance bond, equal to ten percent (10%) of the final contract amount will be required pursuant to the Contract Documents hereto in form acceptable to the City Attorney. The Contractor shall commence Work to be performed under this Contract upon receipt of written Notice to Proceed from the City's Project Manager. The Contractor shall begin the Work and shall fully complete the Work in accordance with the Contract documents within (365) consecutive calendar days after the commencement date stipulated in said written notice and as set forth in the contract award.
