The Village reserves the right to reject any or all bids and to waive any informality therein. The Village will not award a contract to any bidder who cannot prove to the satisfaction of the Board of Trustees of the Village that he has had sufficient experience in this type of construction and is financially able and organized to successfully carry out the work covered by the Plans and Specifications in the required time.
