The City of Winston Salem is seeking assistance from a qualified firm or vendor to provide a segmented pavement inventory and pavement condition analysis for approximately 1,250 centerline miles of City maintained streets. The analysis will provide a database of information that will be utilized for work management as well as emergency services during hazardous conditions. In addition, the consultant will provide a summary report of the overall pavement conditions of the streets evaluated and their condition. The Firm will provide data collection services including inventorying curb and gutter, pavement type, pavement distresses, beginning and ending descriptions and other information. The Firm will provide a Pavement Condition Rating, based on an agreed methodology between the Firm and The City of Winston-Salem's Field Operations Department, per GIS centerline segment. The accuracy of the collected data must be verifiable through the review of video files or other onsite information by Field Operation's staff. The data collected and provided must be GIS linkable and the final product must conform to the data schema provided by the City of Winston-Salem All questions concerning this request for proposals or the scope of this work should be directed in writing to Keith Huff, at keithh1@cityofws.org. Questions will be accepted through 5:00 PM, March 14, 2024. The City reserves the right to terminate negotiations with the selected firm(s) and proceed to negotiate with other firm(s) should contract/fee negotiations fail. Once a firm is selected, a detailed scope of services (broken down by specific milestone events/deliverables), and associated fee proposal, and implementation schedule will be refined, agreed to and once signed, will be identified and attached to the City's standard professional services agreement form.
