Site work and paving for a road / highway in Hampton, New Hampshire. Completed plans call for site work for a road / highway; and for paving for a road / highway.

The Town of Hampton requests sealed written bid proposals from qualified Contractors to include: cold planing sections of roadways with shim coats and overlays; full depth reclamation and paving of roadways; and related services more particularly described in the full bid package. The Town of Hampton (the "Town"), acting through its Town Manager for the Hampton Department of Public Works ("DPW"), in accordance with the provisions of New Hampshire Revised Statutes Annotated Chapter 37, Section 6 and the provisions of the Town's Purchasing Policy and Purchasing Procedures Chapter 718 of the Hampton Code of Ordinances requests sealed written bid proposals from qualified Contractors to include: cold planing sections of roadways with shim coats and overlays; full depth reclamation and paving of roadways; and related services more particularly described in the following Scope of Work, Detailed Specifications and attachments. A Bid security in the amount of 10% of the Bid price and made payable to the Town of Hampton shall be submitted in the form of a certified or bank check drawn upon a bank authorized to do business within the State of New Hampshire or a Bid bond executed by a surety company authorized to do business in New Hampshire. A performance bond or a letter of credit as surety shall be submitted to the Town by a surety company authorized to do business in New Hampshire in an amount at least equal to the Bid price. Said performance bond or letter of credit shall indemnify the Town of Hampton in full against any defects or loss resulting from any failure of performance by the Contractor or its employees, material suppliers, and/or utilities in the performance of the work and completion of the project. The performance bond or letter of credit shall guarantee to the Town that the work will be completed according to the terms of the contract. The performance bond or letter of credit shall be returned upon completion of the project plus one year. Labor and Materials Payment Bond shall be submitted to the Town by a surety company authorized to do business in New Hampshire in an amount at least equal to the Bid price, in accordance with NH RSA 447:16. All inquiries regarding the bid document, bid procedure, and any technical aspect may be directed to Chris McGinnis, DPW Highway Foreman at (603) 926-3202 weekdays between the hours of 7:00 a.m. and 3:30 p.m., or by email at cmcginnis@hamptonnh.gov It shall be the obligation of the Contractor to meet the scheduled substantial completion date of October 28, 2024, with a preferred completion date prior to the summer season. Following the award of contract, the Contractor shall coordinate the scheduling of all work with the DPW Director or designee. No work shall be allowed on weekend days or Holidays. No work shall be allowed on the Friday before Memorial Day or Labor Day. The Town will monitor any road race permits applied for in the areas of work and coordinate their approval with the Contractors proposed schedule. At minimum, DPW will be given two (2) weeks notice prior to commencement of any work. Correction or Withdrawal of Bid and Cancellation of Awards under Competitive Sealed Bid. The correction or withdrawal of an inadvertently erroneously submitted bid before or after award, or cancellation of awards or contracts based on such bid mistakes, shall only be permitted at the Town Managers sole discretion. However, no changes in the proposed cost(s) or other provisions of the bid prejudicial to the interests of the Town or fair competition shall be permitted. Except as otherwise provided by regulation, all decisions to permit the correction or withdrawal of a bid, or to cancel awards or contracts based on errors or omissions, shall be supported by a written determination made by the Town Manager. No bid may be withdrawn when the result would be to award the contract to another bid from the same Contractor or to another Contractor in which the withdrawing Contractors percentage of ownership is more than five percent. If the Town Manager denies the withdrawal of a bid, he shall notify the Contractor in writing stating the reasons for the decision.
