The project timing is estimated to be March 1, 2024 to June 30th, 2025. Provo City Parks and Recreation is seeking qualified professional Design and contractors to provide construction services to renovate the Fort Utah Skate Park near 300 N Geneva Road, Provo, UT, 84604 (Worksite). The Provo City Parks and Recreation (PCP&R) department has rejected all bids received for the Fort Utah All-Wheel Park Design & Build project, as per the terms and conditions of the bid solicitation document. The reason for this decision is that PCP&R has found evidence of collusion among some of the bidders, which violates the principles of fair and open competition and compromises the integrity of the procurement process. The PCP&R conducted a thorough evaluation of the bids submitted by the firms. The evaluation revealed that two firms had submitted bids, listing the same general contractor or subcontractor. These bidding firms had access to confidential information and coordinated their bid strategies prior to the bid opening date. This constitutes a clear case of bid rigging, which is prohibited by the Utah Procurement Code and the PCP&Rs ethical standards. Consultant contractors are responsible for all permits, clean-up and disposal of excess construction debris, SWPPP, Fugitive dust control plan, and dust control. It is expected that the chosen Consultant contractor will follow the contents of this document and the accompanying drawings and specifications within the specified schedule.
