COMPLETION DATE: COMPLETION DATE: JULY 7, 2025 All questions must be submitted to VDOT using CABB. Location: Various (Prequalification Required) Unless otherwise specified or permitted in the proposal, prices shall be submitted on all items shown in the proposal. Proposals conditioned by proposed alternates, other than those specified or permitted, or by reserving the right to accept or reject an award or to enter into a contract pursuant to an award will not be considered. A bid total shall be shown in each space provided. Bid bonds shall conform to Section 102.07. The bid bond number shall be placed in the appropriate space in your electronic bid. As an alternative you may complete the bottom line of the Form C-24. This form may be mailed or faxed but must be received prior to the opening of the bids. Joint venture proposals shall show the Firm Name of each party and shall be signed by an authorized representative of each Firm. A letter shall be filed with the prequalification office describing responsibility of each firm and the amount of maximum capacity pledge by each firm of a joint venture. This project is identified as a TMP Type A project. Work zone location, length and width will vary depending on the task order location and which typical traffic control standard is used. The Contractor is advised that lane and shoulder closure time restrictions shall be specified by the Engineer with each task order notification. Night work shall be required, solely at the discretion of the Engineer. Time restrictions shall be imposed per task order notification, dependent upon traffic volumes, peak traffic timeframes, and other logistical concerns, in accordance with VDOT Richmond Districts latest allowable lane closure policy or special provision for Limitations of Operations. The Contractor shall not conduct operations requiring lane closures when the weather causes unsafe conditions for the traveling public as determined by the Engineer. The Contractor shall only work during non-peak periods on primary and secondary routes, unless otherwise authorized by the Engineer. Peak periods on primary and secondary routes vary based on location, but typically constitute timeframes from 6:00 a.m. to 9:30 a.m. and from 3:30 p.m. to 7:00 p.m. All work on limited access roadways shall be only during night time hours (typically 9:30 PM to 5:30 AM), unless other time periods are approved by the Engineer or specified in the contract Limitation of Operations special provision. Any request for an unconventional lane closure shall be submitted to the Engineer for consideration at least 72 hours in advance of planned work. Work shall not be permitted on weekends, unless authorized in writing by the Engineer. The weekend is defined as Friday morning to Monday morning for locations requiring night work. There are no identified areas within the right of way for the contractor to store equipment and materials. The contractor shall make arrangements for these areas according to VDOT policies. Installation and removal of all signs, equipment, and material shall be accomplished within approved allowable lane and shoulder closure times, unless otherwise directed by the Engineer. The Contractor shall maintain access to all entrances, intersections, and pedestrian facilities within the work zone This project includes the maintenance replacement, upgrade, and installation of guardrail at various locations within the Richmond District, on an as needed, on-call basis. The Contractor shall set up (establish) work zones and manage (control) traffic in accordance with the VDOT 2020 Road and Bridge Specifications, the latest revision of the Virginia Work Area Protection Manual dated August 2011, the latest revision of the Manual on Uniform Traffic Control Devices (MUTCD), 2009 Edition, and Section 108 - Limitations of Operations. The contractor shall submit a Maintenance of Traffic plan and/or proposed VWAPM Temporary Traffic Control (TTC) layout sheets for approval by the Engineer prior to beginning work at each task order location.
