Question Deadline 06/10/2024 at 5:00 PM CT PROJECT NO.: 2324-71-510-C08-406 The project adds inspection facilities (approximately 75,000 square feet) for inbound agriculture and non-agriculture commercial vehicles entering the LPOE of Pharr, Texas, from Mexico. The improvements include dock facilities (11 dry docks and 13 cold docks), a facility for inspection of import goods and training, and associated civil improvements. The City of Pharr reserves the right to refuse and reject any or all bids and to waive any or all formalities or technicalities and to accept the bid of the lowest responsive and responsible bidder and hold the bids for a period of ninety (90) days without taking action. Conditional bids will not be accepted. A Bidder's Bond from a reliable surety company licensed to operate in the State of Texas, or certified Cashier's Check payable without recourse to the City of Pharr, for the amount of not less than five percent (5%) of the total bid shall be submitted via a sealed envelope as a guaranty that, if awarded the contract, the bidder will enter into a contract with the City of Pharr. The bid bond shall be submitted before the bid opening date and time. Failure to submit the bid security shall be grounds for disqualification. Payment and Performance Bonds shall be executed except in the event that the total amount bid is $50,000 or less, the successful contractor has the option to enter into a single payment contract with the City of Pharr in lieu of a Performance Bond. In the event that the total amount bid is $25,000 or less, the successful contractor has the option to enter into a single payment contract with the City of Pharr in lieu of a Payment and Performance Bond. Failure to execute contracts within the time specified shall forfeit to the Owner, as liquidated damages for such failure or refusal, the security (bid bond) deposited with his bid.
