Site work for a power facility in Byron, California. Completed plans call for site work for a power facility.

The Western Area Power Administration (WAPA), Sierra Nevada Region (SNR) has a requirement to remove and replace 500KV power circuit breakers, motor operated disconnecting switches, and motor operated ground switches located in bay T8, install surface trench and associated electrical equipment and site development for Tracy 500KV Substation COTP Shunt Capacitor Breaker and Switch Replacement. This is a competitive 100% Small Business Set-aside Invitation for Bid (IFB). The acquisition is subject to the North American Industry Classification System (NAICS) code of 237130 with a size standard of $45.0 million. This acquisition will be handled as an IFB prepared in accordance with Federal Acquisition Regulation (FAR) Subparts 14 and 36. A firm-fixed price contract award is contemplated. The project magnitude is estimated between $1,000,000.00 and $5,000,000.00. The project location is in Contra Costa County, CA. The solicitation will be issued electronically on or about June 10, 2025. NOTE: The Buy American Act applies to the solicitation. Refer to FAR Clause 52.225-9 (Section I) and FAR Provision 52.225-10 (Section L) if any non-domestic material will be proposed. Bidders must identify any non-domestic materials (not manufactured in United States) included in their bid. Please check with your suppliers and subcontractors to verify whether or not their quotes include non-domestic material. Any questions concerning this solicitation MUST be submitted in writing and received in the contracting office NO LATER THAN July 1, 2025 at 4:00 PM Pacific Time. Attendance at the site visit is not mandatory. The Government will not reimburse any offeror for expenses related to attendance of this site visit. Instructions will be provided prior to the conference for any additional information that will be required for access to the site or facility and for non-US citizen attendees. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
