Site work and paving for a mixed-use development in Thornton, California. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The Housing Authority of the County of San Joaquin (Authority) is seeking bids from qualified and licensed Class A General Engineering Contractor or Class C-12 Earthwork and Paving Contractors to mill existing asphalt concrete down to existing aggregate base (AB) rock, grade and compact milled material and existing base rock and/or add additional AB rock to create an even layer and compact, apply tack coat, and then apply 3-inches of asphalt concrete (AC) per San Joaquin Standards. The roadway is to have proper drainage slopes to meet San Joaquin County Standards. At the intersection of Manor Court and Mokelumne Avenue a new 6-foot-wide concrete valley gutter needs to be installed for storm water to naturally flow to the existing storm water drain inlet on Mokelumne Avenue north of Manor Court. This is to include a new curb, gutter and sidewalk at each curb return to create an even flow through the intersection. The existing catch basin at the southeast corner of Manor Court and Mokelumne is tied into the sewer line and needs to be removed and capped. This will be a three (3) phased project to limit impacts to the community of Mokelumne Manor. These phases can be altered once the contractor has been selected and alternative phasing boundaries are discussed. All questions regarding this solicitation must be submitted via online portal by 2:00 P.M. on Friday, March 15, 2024. Bids received after this time may not be considered. The Authority reserves the right to reject any or all bids or to waive any informality in the bidding. NOTICE OF HUD SECTION 3 ECONOMIC OPPORTUNITY: This may be a Section 3 covered project and may be subject to the requirements of Section 3 of the HUD Act of 1968. The Authority encourages participation by certified HUD Section 3 businesses, as well as, minority-owned and women-owned businesses, and disabled veteran business enterprises.
