Reference Number 0000265696 Question Acceptance Deadline 2024/03/18 11:59:00 PM PDT Bid Intent Deadline 2024/03/11 11:59:00 PM PDT Pricing Lump sum Services if requested may relate to work that is to be situated in any of the SFU Burnaby, Surrey or Vancouver campuses. Qualified Construction Managers through this procurement process will be required to perform services and work in compliance with all applicable laws, trade regulations and SFU policies, as may be amended from time to time, as well as terms of applicable Work Orders. Qualified Construction Managers will be required to be available on short notice for priority repairs and be able to respond within 2 hours for emergency repairs. (2-hour duration from receipt of phone call to arrival on site.) Proponents for this RFSQ are expected to be familiar with operating as a construction manager as agent of an owner. When directed by SFU, Proponents should have ability to form a project team with various trade contractors, including trade contractors pre-qualified by SFU, and to act as Prime Contractor for the required work. Selection of the various trade contractors shall be done in conformance with SFU policies, collective agreement requirements, the requirements of any issued Work Order and the Terms and Conditions, as set out in Appendix A. The selection of trade contractors may involve some or all of the following: tendering of work to SFU's list of pre-qualified trade contractors; posting and administering public procurement (Request for Proposal, Request for Qualifications, Invitation to Tender) on behalf of SFU; and/or creating lists of recommended trade contractors for specific scopes or buildings for SFUs consideration in connection with any required work. Scopes of services and the functions of Qualified Construction Managers may involve, but are not limited to: Services for repairs, new construction, maintenance, testing and preventative maintenance of all campus buildings, infrastructure, site utilities and grounds. Comprehensive pre-construction services including, but not limited to, cost estimating, scope definition, construction planning, scheduling, value engineering, risk management, and identification of long lead order items. Advice to SFU regarding alternative construction methods and procedures. Comprehensive construction services including, but not limited to: management of scope, budget, cost and schedule, coordinating permits, scheduling and coordination of trade contractors and suppliers, project management and site supervision, and reporting of construction progress. Comprehensive post-construction services including, but not limited to" coordinating correction of deficiencies, overseeing correction of all warranty issues, managing warranties, providing any required owner training, overseeing and coordinating all required commissioning, delivering of all "as-built" record drawings, operations and maintenance manuals, warranties, and all other deliverables requested by SFU for any specific work. Assist and/or lead SFU in sequential tendering of trade contractors and suppliers. Assemble trade contractor packages and/or enter directly into contracts with trade contractors and suppliers. Fulfill all "Prime Contractor" obligations required by WorkSafe BC and SFU's policies. Appointment of competent supervisors on site and other competent personnel. As requested, and authorized by SFU, completion of "own forces work" (and subject to SFU's policies and the Terms and Conditions specified in Appendix "A"). The selected Proponent(s) are to be included on SFU's list of Qualified Construction Managers for a period of one (1) year, with an option in favour of SFU to extend the term for inclusion on the list for an additional two (2) one (1) year terms. The Work Order set out at Appendix "F" and the Terms and Conditions set out at Appendix "A" of this RFSQ will apply to any work awarded to selected Proponents during the subsequent terms on which they may be included on SFU's list of Qualified Construction Managers. See Appendix "C" Rate Bid Form for the process by which Rates may be adjusted for any subsequent terms that a Proponent is selected by SFU to remain on the list of Qualified Construction Managers. agreement on the same terms and conditions for additional two (2) terms of up to one (1) year each term. SFU anticipates the following periods for the term(s) for the Qualified Construction Managers it intends to select during this RFSQ to be in effect: Year 1: August 1, 2024 to July 31, 2025 Optional Year 2: August 1, 2025 to July 31, 2026 Optional Year 3: August 1, 2026 to July 31, 2027 Official bid documents must be obtained from www.merx.com and bid submissions must be done through the Merx platform.
