Final Questions Due April 5 at 3:30 p.m. Questions regarding Pre-Qualification submittal please email kterry@ctclusi.org The Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians ("CTCLUSI") is requesting sealed bids from qualified contractors for the second year of construction at the Waite Ranch tidal wetland restoration project. The goal is to increase off-channel habitat for native fish and wildlife by restoring hydrologic connection, wetland and floodplain function, and habitat complexity. CTCLUSI Cultural Department staff, Tribal Council, and Coos, Lower Umpqua, and Siuslaw Tribal Citizens contributed to the project design process. The design incorporates opportunities for traditional cultural practices once the site is restored. Continued engagement from Tribal Council and Citizens will last throughout the implementation process. The implementation described herein is anticipated to commence with mobilization to the site in May 2024, and last through stabilization of the construction area before December 31, 2024. CTCLUSI has entered into a contract with Environmental Science Associates ("ESA") for design and engineering services. CTCLUSI has entered into an agreement with the McKenzie River Trust ("MRT"), the owner of the Waite Ranch property, and Siuslaw Watershed Council ("SWC") to assist with the inspection and permit compliance during implementation. The project will be jointly supervised by these partners but the contract will be administered by CTCLUSI ("Contracting Agency" or "CA"). This project will be constructed in accordance with the Oregon Standard Specifications for Construction ("OSSC"), as modified or supplemented by the Waite Ranch Tidal Wetland Restoration Project Construction Specifications Special Provisions ("Special Provisions"). The Special Provisions, the OSSC, the 100% DESIGN FOR THE CONSTRUCTION OF WAITE RANCH TIDAL WETLAND RESTORATION PROJECT ("Final Design" or "Plans"), and all other documents included in this Advertisement for Bids and the CTCLUSI Construction Contract are herein referred to as the Contract Documents and shall govern all of the Work. Project Background and Goals In 2011, MRT took ownership of the 217-acre Waite Ranch property, located at 6920 Highway 126, near Florence in Lane County, Oregon (43.990, -124.0299). The site was naturally a tidal wetland on the fringes of the Siuslaw River but was modified for agricultural land use between 1900 and 2008. Prior to settlement, natural processes at this site included tidal inundation by Siuslaw River at mean higher high water, a driver for recruitment of large woody debris and nutrient transfer from aquatic to terrestrial ecosystems. During the 20th century, a perimeter dike, berms, a tide gate and linear ditches were constructed to eliminate the natural tidal processes at Waite Ranch. This marsh likely naturally maintained an interior elevation of approximately 7-8 ft NAVD88. Due to loss of sediment transfer from the river as a result of the dike, Waite Ranch has subsided to between 0.5 and 6 ft NAVD88 in elevation. The restoration project is designed to restore a self-sustaining ecosystem through the actions of levee removal, tide gate upgrade, tidal channel excavation and wetland and riparian planting. These actions will provide off-channel habitat and improve survival of overwintering juveniles, re-establish a functional Siuslaw River wetland floodplain, create primary and secondary tidal channels, and restore riparian habitat. To maintain flood protection for the adjacent properties, the project includes constructing a new setback dike parallel to the state highway and a new concrete tide gate structure to provide drainage and fish passage between the Siuslaw River and the area behind the proposed setback dike. The first summer of construction in 2023 partially completed elements of this project. The work that was partly or completely accomplished is identified in the Final Design and Special Provisions. Scope of Work The 2024 project advertised in this advertisement requires the services of a contractor to excavate new tidal channels, construct a new setback dike using a combination of excavated soils and imported fill material, fill linear drainage ditches, install large wood habitat log structures and other tasks described in the Special Provision and Plans. Future work that is not included in the current bid advertisement and resulting contract includes constructing a reinforced concrete tide gate structure, facilitating installation of the tide gates and MTR control system, and breaching and lowering the existing dike to the design and specifications provided in the Plans. The project is proposed to be constructed over three summer construction seasons (2023-2025), with the majority of tidal channel excavation and setback dike construction in Years 1 (2023) and 2 (2024). Final setback dike construction, tide gate construction, and dike breaching would occur in Year 3 (2025). Temporary erosion control seeding will be completed by the Contractor each season but permanent seeding and site revegetation will be completed under a separate contract using a separate contractor the winter of 2025-2026. The contractor shall abide by any and all permits issued by federal, state, or other agencies. Permits by the Contracting Agency from these agencies shall be provided to the contractor who shall implement all provisions contained therein. The permits are detailed in the Special Provisions. The work includes furnishing all labor, equipment, and materials required to complete the work as shown and in the contract documents. Removing and disposing of associated materials is included in the Work. Required work activities include traffic control, erosion and sediment control, work area isolation and dewatering, importing fill materials from source sites to Waite Ranch, developing and maintaining onsite access roads and staging/stockpile areas, site restoration and cleanup, and other items required to complete the project as described and comply with permit conditions. All project elements included in the design packet contained here within shall be constructed to the provided specifications and satisfaction of the Engineer and CA. Work also includes but is not limited to work area isolation and facilitating fish salvage operations. All work performed in wetlands and channels shall be accomplished with the minimum impact practical. The contractor will be required to coordinate dewatering, isolation and post construction reintroduction of flow activities with the Contracting Agency. The contractor is not approved to commence any of these activities (stream dewatering, isolation and post construction reintroduction of stream flow) in the absence of the Contracting Agency or their assigned agent. Assigned agents with prior approval are fish biologist and hydrologist staff from any of the following partner agencies: ESA, U.S. Forest Service, and Oregon Department of Fish and Wildlife. Work shall complete all work by November 15, 2024
